Description
Bay Aging is seeking a Finance Manager for Transit to ensure sound financial stewardship and accurate reporting for the Agency’s Transit program. This is a key position and opportunity to share your accounting experience with our award winning organization. This position reports to the Chief Financial Officer (CFO).
Essential functions
1. Daily Requirements
Prepare transit, fuel, and vehicle lease vouchers.
Maintain vehicle registrations and records.
Match gas receipts to fuel invoices.
Maintain driver insurance roster.
Maintain Vehicle insurance roster.
Track and reconcile incoming transit payments and local funds.
Miscellaneous reports and analysis as needed, and miscellaneous support of transit employee operations.
ModivCare Billing
2. Monthly Requirements
Maintaining and entering monthly Journal Entries, to include:
Deferred revenue and accrued expenses
Transit special trip mileage and New Freedom fares
Work orders to reconcile transit shop inventory with Agency balance sheet
Computer purchases and assignments
Transit fare revenue
Entering, processing, and maintaining fixed asset records in fixed asset register and fixed asset module in Blackbaud FE NXT for Transit assets and full Agency assets
Entering, processing, and maintaining fixed asset records for Transit buses in TransAm.
Vehicle acquisition and disposal processing
Preparation of quarterly/annual inventory and R&E reports for DRPT
Reconcile Agency prepaid expense, deferred revenue, and IT stock accounts
Manage Agency insurance invoice installments
Prepare and submit all Bay Transit reimbursement claims in WebGrants
Track capital project expenses
Update and circulate performance analysis report to Transit Director and CFO
Process and reconcile Verizon vouchers
Maintain advertising contracts and payments
Track R&E for annual Art in Transit competition
DECISION MAKING
Relies on experience and judgment to plan and accomplish goals in a complex financial and compliance environment. Performs a variety of complex tasks with minimal direction from CFO.
KNOWLEDGE
Knowledge of General Accepted Accounting Principles (e.g. accounts receivables and payables, banking and investing, budgeting, asset management, periodic reporting, audit preparation)
Proficient in the use of Excel (e.g. formulas, reports, graph)
Experience in Blackbaud Financial Edge General Ledger and Fixed Asset modules
Experience in Virginia state billing and grants management systems
Working knowledge of:
Microsoft Office programs (e.g. Word, Outlook, PowerPoint)
Financial procedures in non-profit accounting including grant accounting, compliance and reporting
Single Audit per CAFR 200 guidelines
ABILITIES
Establish and maintain effective relationships with a wide variety of people, e.g. co-workers, and outside entities (e.g. insurance brokers/agents, vendors)
Present ideas and financial concepts to a variety of audiences in writing and verbally
Excellent written communication skills (reports, letters, emails)
Strong analytical and reasoning skills
Attention to details and methodical approach to fiscal work
Create and maintain trust through ethical behaviors and sound fiscal stewardship of the Agency’s resources
WORKING ENVIRONMENT
Office-based position with minimal physical requirements (ability to lift 20lbs, walking and climbing stairs). Require occasional overnight travel to training and meetings. 20% of the essential functions of the position can be performed remotely with internet connections and phone.
Qualifications
Bachelor’s degree, and 5-10 years of accounting experience in non-profit organizations. (Degree requirements may be met by significant experience in nonprofit accounting). Experience working in the financial operations of a rural transportation system.
Experience with Blackbaud Financial Edge desired
Must possess a valid driver’s license

Salary : $50,000 - $65,000
