Idaho National Laboratory is hiring a Conflicts of Interest & Ethics Coordinator to work in our Office of Interest and Ethics team. Our team works a 9x80 schedule located out of our Idaho Falls, with every other Friday off.

The Conflicts of Interest & Ethics Coordinator is the team's primary point of contact for personal conflicts of interest and ethics, responsible for managing every stage of the PCOI disclosure process - from intake and analysis through mitigation, documentation, and final disposition. This role requires strong analytical skills, sound independent judgment, and a proactive approach to process ownership and continuous improvement. The Conflicts of Interest & Ethics Coordinator plays a central role in maintaining consistency, accuracy, and integrity across the program, while also serving as a knowledgeable and approachable resource for employees navigating their disclosure obligations. The Specialist also supports INL's annual DOE reporting requirements and helps foster a proactive, education-first compliance culture across the organization.

Essential Job Functions and Responsibilities:

  • Manage PCOI disclosures through the full lifecycle - intake, risk assessment, policy application, mitigation, documentation, and final disposition.
  • Exercise independent judgment on complex disclosure cases and escalate appropriately when needed.
  • Establish, maintain, and continuously improve Standard Operating Procedures (SOPs) for all PCOI intake, analysis, and records processes; share documentation proactively to support team consistency.
  • Develop and maintain decision trees and a knowledge base to promote uniform processing and consistent outcomes across all cases.
  • Manage the annual COI disclosure cycle end to end, including coordinating timelines, tracking completion, and following up on outstanding disclosures.
  • Gather information and supporting documentation for Annual CDRL reporting to DOE, ensuring submissions are accurate and complete.
  • Analyze disclosure trends to identify emerging risks and drive year-over-year process improvements based on lessons learned.
  • Identify gaps and inefficiencies in current workflows and explore automation and technology solutions to streamline processes and enhance the employee experience.
  • Provide friendly, knowledgeable customer service to employees - helping them understand their PCOI obligations and navigate the disclosure process with confidence.
  • Develop and deliver clear guidance and responses to PCOI and ethics inquiries, contributing to a proactive compliance culture.
  • Manage the team's records retention schedule, ensuring all records are stored, maintained, and disposed of in accordance with applicable requirements.


Required:

  • Level 1: Bachelor's degree from an accredited institution.

The ideal candidate will possess:

  • Experience with compliance/ethics/conflicts of interest preferred.
  • Possess an understanding of the Department of Energy (DOE) as well as its facilities and management and operating contractor system.


Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials, manipulate tools, keyboard and type, reach with hands and arms, and operate job-related equipment. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required. Job Information:

  • The pay range for this position is $57,444 min - $112,068 max. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
