JOB PURPOSE OR MISSION: Responsible for the day-to-day management, operation and accountability for clinical information systems in the hospital network, including the planning, development, training, implementation, evaluation, and maintenance. Makes decisions, within guidelines, that could seriously affect the division, department and/or GHS System’s financial and performance objectives and strategic results. Develops and monitors the budget for area. Direct reports may include supervisors, and/or staff employees including responsibility for performance reviews, hiring, disciplinary actions and terminations. Performs duties for the age population served, as defined in the department’s scope of service.

5. Manages implementation and maintenance of clinical information applications; provides clinical expertise in evaluation of computer programs and applications.
- Oversees master file and table maintenance for assigned applications.
- Works collaboratively with both internal and external technical experts to ensure programs and applications meet the needs of an interdisciplinary group of end users.
- Works with I/S technical staff in development of education, literature and training programs to optimize end users’ ability to interact effectively with programs and applications.
- Oversees daily functions of clinical applications.
- Oversees testing of systems or applications before implementation to ensure functionality.
- Establishes and maintains effective and efficient security of applications, based on “real world” use within BRGMC.
- Maintains knowledge of current technology in the healthcare environment.
6. Manages clinical liaisons between IS Department and Patient Care Areas with a focus on Physicians and their practice.
- Create and implement plans to match medical needs with appropriate resources.
- Ensures education is provided to clinical staff regarding Information System’s clinical applications and evaluates outcomes.
- Assists clinical staff in identifying cause and solution to computer issues.
- Oversees development and distribution of information to clinical staff.
- Ensures cross-training is completed for members of the IS staff with regard to clinical information systems.
- Works with patient care departments to identify enhancements and/or change requests for applications; works with I/S technical staff to determine feasibility of requests and communicates back to departments expected outcomes.
- Utilizes expertise in area to make recommendations for enhancements/new applications to departments.
7. Performs other duties as assigned.
HIPAA REQUIREMENTS:
Maintains knowledge of and adherence to all applicable HIPAA regulations appropriate to Job Position including but not limited to: medical record without limitation, patient demographics, lab results, patient financial and 3rd party billing information, patients related complaints, information related to patient location.
EXPERIENCE REQUIREMENTS
Previous experience in clinical applications, preferably in an acute-care setting. Supervisory experience strongly desired.
EDUCATIONAL REQUIREMENTS
Bachelor’s degree strongly preferred, in a technical field.
SPECIAL SKILL, LICENSE AND KNOWLEDGE REQUIREMENTS
Strong technical background. Ability to use critical-thinking skills to make assessments on need and feasibility of implementing applications. Strong project management skills.
