Responsibilities:
The Cost Subject Matter Expert will support Barrow Wise's State of Maryland project and perform the following duties:
- Develop a cost report that details the planning process for transmission in PJM, how the costs of transmission projects are allocated among PJM zones, how transmission rates for Maryland customers have increased, and how approved transmission projects will impact rates for Maryland residential customers.
- Develop a description of how transmission rates are established and charged in Maryland;
- Review the transmission costs for PJM zones in Maryland since 2010.
- Review of the types of projects that have been built or approved to be built in Maryland, the planning process for each type of project, whether the projects have been subject to a competitive process, and what regulatory oversight is afforded to each type of project.
- Compile the costs of each type of transmission project per year since 2010.
- Create a description of how costs are allocated for each type of transmission project.
- Develop a projection of cost impacts for Maryland customers of the projects that have been approved for construction but not yet in service, and a projection of cost impacts of transmission projects likely to be needed to serve the load in PJM's load forecasts.
- Provide Recommendations for improvements in the planning and oversight of transmission projects, including recommendations for regulatory or legislative steps Maryland could take to accomplish that goal.
- Develop a final report
- Train Maryland staff on findings
An ideal candidate has the following:
- U.S. Citizenship
- Bachelor's degree in accounting or related field
- Minimum ten (10) years of experience with Cost Analysis and Accounting for electric transmission
- A passion for problem-solving and a commitment to quality
- Ability to work independently and meet deadlines

Salary : $70,000 - $120,000
