Under general supervision, performs complete accounting clerical work involving budgeting, procurement, collection, disbursement, and related functions; and does related work as required.
Essential Job Duties
- Confirms delivery of goods or receipt of services, researches and reviews invoices for accuracy, and resolves billing issues with suppliers or the Office of Budget and Finance as appropriate.
- Processes payment of invoices in Workday.
- Conducts annual and periodic confirmations of fixed assets, completes and submits reports.
- Reviews, checks, and recomputes calculations for accuracy and completeness.
- Audits daily, weekly, and monthly totals for accounts.
- Coordinates meter readings, reporting, and facilitates communication between Agency users and the suppliers.
- Assists with donation processing, grant record keeping, and making payments via WorkDay against available grant funds.
- Maintains vehicle fleet daily reports, weekly reports, violation alerts, office supplies, and supply accounts.
- Performs petty cash disbursements and associated paperwork.
- Provides daily support for revenue collection, processing, and record keeping in CivicRec /Forte transactions, reconciling accounts by performing WorkDay Ad Hoc Bank Transactions to book revenue deposits, taxes, and security deposits.
- Collects and processes in-person revenue delivery for cash, checks & money orders.
- Issues refunds or makes payments to suppliers from Liability / Ledger Accounts holding security deposit funds.
- Reviews and approves Staff Mileage & Parking Expenditure Reimbursements, as well as PCard transaction validations.
- Acts as a point of contact for the issuance of budget codes for project management.
- Maintains various account-related files, including master files for computerized systems.

Graduation from a recognized high school or an appropriate high school equivalency
Plus
Two years' experience in bookkeeping, accounting, or auditing work.
(Additional education in bookkeeping, accounting, or auditing may be substituted, on a year-for-year basis, for the required experience. Additional experience as described by the duties of the position may be substituted, on a year-for-year basis, up to a maximum of four years.)
Preferred Experience
- Workday Financial or similar financial management software experience
- CivicRec or similar online reservation, booking, and payment portal experience
- Working knowledge of Baltimore County budget, procurement, collection, disbursement, and related functions
Knowledge, Skills, and Abilities (Entry Level)
Good knowledge of bookkeeping and accounting principles and practices.
Good knowledge of office functions, procedures, and methods.
Ability to understand governmental rules, regulations, and procedures.
Ability to maintain a wide variety of complete accounting records.
Ability to use office machines and equipment necessary to perform the duties required of the position.
