Pay Schedule  XII, Grade IM, Regular Schedule: 40 hours per week

A  vacancy exists in the Department of Public Works and Transportation, Bureau of Utilities, Administration.

Under general supervision, plans, coordinates, and supervises the operations of an environmental laboratory. Supervises pollution control analysts and others in the collection, preservation, and scientific analysis of industrial wastewater and other related substances.

Essential Functions
  • Supervises the operations of an environmental laboratory.
  • Supervises the scientific analysis of industrial wastewater, stormwater, groundwater, leachate and other organic and inorganic substances.
  • Supervises pollution control analysts and others engaged in the collection, preservation, and scientific analysis of samples.
  • Performs and supervises the performance of laboratory analyses such as tests of pH, biological oxygen demand, chemical oxygen demand, metals, and volatile organic compounds.
  • Documents and supervises the documentation of test results.
  • Resolves discrepancies regarding test results.
  • Performs computations.
  • Develops data used in investigations of violations of wastewater discharge regulations.
  • Provides guidance and consultation to laboratory staff.
  • Trains new employees.
  • Develops and supervises laboratory quality control programs.
  • Evaluates, develops, and implements laboratory standards, policies, and practices.
  • Prepares and directs the preparation of correspondence and reports.
  • Supervises the maintenance of laboratory records.
  • Reviews and compiles laboratory findings for court presentations.
  • Presents evidence and testifies at various hearings and proceedings.
  • Represents the agency at conferences and meetings.
  • Serves as a liaison with the Maryland Department of the Environment, other local, State, and Federal agencies, businesses and the public.
  • Supervises the maintenance and requisitioning of chemicals, supplies, and materials.
  • Supervises the operation and maintenance of laboratory equipment.
  • Supervises general laboratory maintenance and cleaning.

Bachelor’s degree in chemistry, biology, or an environmental science, which included a minimum of 24 college semester credit hours in chemistry

Plus

Four years’ professional experience performing scientific analyses in an environmental laboratory setting. 

(Additional education as listed above may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

Licenses and Certificates
Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland driver’s license is required at the time of appointment. 

Possession of a Certificate of Eligibility for obtaining employment issued by the Maryland State Board of Environmental Health Specialists is required at the time of appointment.  

Registration as an Environmental Health Specialist in the State of Maryland is required within two years of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees in this classification may work on either a rotating or a fixed shift which may include weekends, holidays, and overtime when scheduled. Employees in this classification are subject to call to duty in emergencies.

Physical and Environmental Conditions
The work of this classification entails the operation of scientific apparatus, tools, equipment, and vehicles, and the performance of physical activities such as walking, bending, stooping, and carrying moderately heavy objects. Field investigations and sampling duties require travel to various sites throughout the County. Work requires exposure to potentially hazardous conditions such as hazardous materials and inclement weather.

Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.
