A vacancy exists in the Department of Health and Human Services, Bureau of Animal Services, Communicable Disease and Environmental Health.

Examples of Duties
Under general supervision, supervises a unit or branch office within a major or diverse human services program or administers a small program providing human services and coordinates the unit/program with other units, programs, and community agencies.
- Assigns cases to subordinate employees and/or service providers and establishes priority.
- Schedules staff, events to ensure adequate coverage and program operations.
- Holds individual and group meetings to review cases and problems.
- Interprets and applies regulations and policies.
- Conduct quality control of cases and case outcomes.
- Reviews and approves case management plans, in conjunction with other human services or criminal justice professionals when applicable, and guides employees in their implementation.
- Develops written guidelines and procedures for the delivery of case management services.
- Assists with interview and selection of personnel.
- Evaluates employee performance and program functions.
- Trains subordinate employees and/or service providers.
- Coordinates the unit/program activities with other County, State, and community resources and programs.
- Resolves client complaints.
- Participates in the development and maintenance of management information systems.
- Prepares annual grant proposal, budget, monthly, quarterly and annual required Maryland Department of Health and other reports.
- Reviews, presents testimony, or prepares legislation pertaining to the unit or program as needed.
- Handles difficult, complex, or unusual cases related to Maryland Medicaid eligibility determinations including formal case reviews. Maintains records and prepares reports.
Represents the County, department or program in meetings and conferences. Provides information, education, and assistance to groups and organizations. Solicits community involvement or volunteer participation in the program. Performs other related duties as required.

Qualifications
Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science
plus
three years' experience providing human services such as intake/referral, counseling, or educating.
(Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience. Additional experience as a counselor, educator, or supervisor in a human services program may be substituted on a year-for-year basis up to a maximum of two years for the required education.)
Knowledge, Skills, and Abilities (Entry Level)
- Knowledge of the theory and practices of the provision of human services in the appropriate program specialty including information and referral related to Medicaid, Medicare, entitlement services and other potential resources related to benefits for uninsured/underinsured populations.
- Knowledge of community, human, and social services assistance programs.
- Writing skill necessary to draft grant proposals and complex reports.
- Good interpersonal skills.
- Skill in making appropriate referrals.
- Skill in handling complex and complicated public benefits eligibility.
- Skill in customer services and problem solving skills.
- Ability to implement program policies and procedures.
- Ability to plan, coordinate, supervise, and review the work of others.
- Ability to prepare and monitor budgets.
- Ability to coordinate a unit or program with other agencies and groups.
- Ability to conduct educational programs for employees or other groups.
- Ability to interpret Federal, State, and local regulations, procedures, and guidelines for human services professionals.

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
