Examples of Duties
The Office of the Inspector General (OIG) conducts investigations involving allegations of fraud, waste, misconduct, and other improprieties concerning the County’s employees, contractors, and resources. The OIG also makes recommendations to promote efficiency, accountability, and integrity in County Government. The Assistant Inspector General (AIG) – Investigator I will work under the supervision of the Deputy Inspector General to help the OIG accomplish its mission. The AIG – Investigator I is expected to work a conventional workweek that could include periods of evening and weekend hours. The majority of the work will be conducted in an office-like setting. At this time, the AIG – Investigator I is not expected to have any supervisory duties or responsibilities.
Responds to complaints filed with the OIG by conducting interviews of the complainants.- Provides sufficient written and oral details about complaints to the Deputy Inspector General so a determination can be made as to the suitability and feasibility of opening investigations.
- Receives case assignments from the Chief of Investigations.
- Prepares investigative plans for assigned cases detailing strategies, interviews to be conducted, records to be obtained and analyzed, and potential issues that will need to be addressed.
- Conducts audio-recorded interviews of witnesses and subjects.
- Administers Garrity warnings when appropriate.
- Summarizes interviews in written reports to be reviewed by the Deputy Inspector General.
- Analyzes accounting and financial records, operational data, electronic files, phone records, and public source documents for inculpatory and exculpatory evidence.
- Reviews policies, procedures, statutes, and other legal filings as needed to support the facts and circumstances of investigations.
- Drafts reports and related exhibits for review by the Deputy Inspector General summarizing investigative findings and when appropriate, recommending ways to improve processes and/or procedures to improve the efficiency, accountability, and integrity of County Government. (Such reports will be issued to internal stakeholders for comments, and ultimately to the public.)
- Promotes the mission of the OIG through outreach efforts within the County Government and through contacts with members of the Baltimore County community.
- Liaisons with other law enforcement and regulatory agencies as needed to develop new cases and/or further existing investigations.
- Ensures investigations are conducted according to professional standards issued by the Inspector General and the Association of Inspectors General.
- Testifies under oath during grand jury and/or trial proceedings as to case facts and findings.
- Knowledge of basic accounting, budgeting, and financial systems and the operations of government.
- Knowledge of legal and professional standards related to investigative practices and procedures.
- Knowledge of investigative techniques and the procedures for handling evidence.
- Skill in testifying as a witness during grand jury and/or trial proceedings on case-related facts and findings.
- Ability to communicate effectively, both orally and in writing, and enlist the cooperation of others.
- Ability to collect, compile, organize, and analyze investigative findings and related data.
- Ability to prepare clear and concise written reports summarizing investigative findings.
- Ability to conduct group meetings and give oral presentations.
- Ability to establish and maintain effective working relationships with superiors, associates, and partners in the law enforcement community and at regulatory agencies.
- Ability to handle multiple projects and changing priorities.
- Ability to define complex problems and prepare solutions, to include supporting arguments.
- Skills in Microsoft products, particularly Word and Excel are required
Qualifications
A Bachelor's degree from an accredited college or university is required.
Prior experience in law enforcement or a subject area relevant to the work of the OIG is strongly preferred but not required.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
