What You’ll Do
- Sustain and improve established PERSEC programs; support day-to-day PERSEC operations.
- Prepare, deliver, and administer PERSEC briefings, reports, white papers, and correspondence, as needed.
- Brief SISP leadership and KCs on program requirements and regulations.
- Maintain and update systems and repositories (e.g., PeopleSoft security system of record, SISP SharePoint Page, internal SISP file folders) with accurate, real-time data entry.
- Respond promptly to phone/email inquiries; conduct checks across internal and external personnel security databases.
- Maintain distribution lists for customers to contact PERSEC; surface case issues to Government Team Leads and recommend improvements.
- Provide clear, timely guidance to internal and external customers and deliver service excellence.
- Apply advanced security concepts, principles, and practices to analyze and resolve complex issues.
- Document and provide Weekly Activity Report (WAR) actions using the SISP-designated template and timeline to the Government Team Lead.
- Review background investigations and provide employability recommendations for applicants.
- Complete all actions within mandated timelines (e.g., IRTPA, DNI).
- Prepare accurate and quality employability assessments/reports for decision in accordance with established procedures and 5 CFR §302.
- Deliver suitability/employability assessments within 2 business days of receipt of each checkpoint.
- Document, file, and maintain all employability actions in the security system(s) of record (e.g., PeopleSoft, DISS).
- Coordinate with internal and external customers to resolve missing or discrepant information.
- Review the specified percentage of investigation reports for compliance with Federal Investigative Standards and applicable implementation plans within five business days of date assignment by GPOC.
- Coordinate any issues identified in record audit with GPOC.
- Accurately detail information and document status of all issues, including resolution, in the Quality Audit Report Tracker (QART) system.
- Create and deliver monthly metrics reports for Investigative Service Providers (ISP) as requested by the GPOC.
- Bachelor’s degree (or equivalent experience) in a field related to personnel security.
- 7–10 years of personnel security experience within the DoD/IC.
- 3 years assessing suitability/employability to OPM-specified standards.
- 3 years of QART or equivalent auditing experience assessing background investigation quality.
- Familiarity with reviewing Investigative Service Provider (ISP) Reports of Investigation (ROI) to determine disqualifying national-security risk for federal employment with our customer.
- Clear, concise writing and briefing skills.
- Excellent organizational skills to meet required timelines, FIS, and 5 CFR §302 quality standards.
- Demonstrated experience reviewing Standard Form-85/86 and understanding scoping requirements.
- Demonstrated experience with SEAD 3 Reporting Requirements and SEAD 4 Adjudicative Guidelines.
- Experience making unfavorable recommendations to leadership regarding applicant suitability.
- Familiarity with reviewing CI and full-scope polygraphs for admissions that may be disqualifying for federal employment.
