Avivo is opening a brand‑new Avivo Village location in St. Cloud, and we are seeking a Program Manager, Housing Services to help bring this vision to life.
This is not a typical management role. This is a rare opportunity to help launch a new program in a new building, taking a proven, successful model from Minneapolis and shaping how it comes alive in the Central Minnesota community. Avivo Village Central Minnesota is a wellness and safety focused, low‑barrier shelter serving individuals experiencing homelessness. Housing Services plays a critical role in helping shelter guests move from shelter into stable, permanent housing, using assertive engagement, trauma‑informed care, and strong community partnerships.
What You’ll Do
As Program Manager, Housing Services, you will:
- Launch and oversee housing services operations at a new shelter site
- Supervise, coach, and support a team of Case Managers
- Guide housing navigation efforts and service coordination for shelter guests
- Partner closely with internal leaders, community providers, and funders
- Ensure services align with Housing First, wellness, safety, and trauma‑informed practices
- Monitor outcomes, compliance, and data quality
- Participate in an on‑call rotation and provide leadership coverage as needed
- Help embed Avivo’s commitment to equity, dignity, and undoing racism into daily practice
This role blends program leadership, team development, systems building, and real‑time problem‑solving, particularly during the early stages of opening a new site.
Schedule & Work Expectations
- 32‑hour work week (Full‑time with benefits)
- Monday through Friday, with reduced daily hours
- Typical work hours include daytime and some evening hours
- Occasional overnight shifts based on program needs
- Participation in an on‑call rotation, shared among the leadership team, for designated periods during the month
- Occasional weekends may be required based on program needs
Specific details regarding overnight frequency and on‑call expectations will be discussed during the interview process.
Qualifications:Education & Experience Requirements
Required:
- High school diploma or equivalent
- Minimum of two (2) years of supervisory or team‑lead experience, preferably in housing, shelter, behavioral health, or human services
- At least three (3) years of experience providing direct services to individuals experiencing homelessness
- Commitment to wellness and safety‑focused, trauma‑informed, and Housing First practices
- Ability to work effectively in a fast‑paced, evolving program environment
Preferred / Desired:
- Bachelor’s degree in Behavioral Science, Human Services, or a related field
- Experience working in a shelter or emergency services setting
- Familiarity with housing navigation, permanent supportive housing, and community‑based resources
- Experience supporting individuals with complex needs, including mental health and substance use challenges
- Experience using electronic health records or data systems for documentation and outcome tracking
- Lived experience of homelessness and/or recovery is strongly valued and welcomed
