Job description: 

My client is seeking a Business Solutions Analyst to provide business analysis, documentation, and evaluation support for a complex IT modernization initiative. The role involves gathering and analyzing business and technical requirements, supporting legislative impact assessments, and contributing to PAL documentation and deliverables. 

The candidate will assist in evaluating vendor proposals, preparing solution requirements, and ensuring alignment between business needs and technical solutions. Responsibilities include developing artifacts, supporting RFP processes, and collaborating with stakeholders to ensure effective planning and transition into implementation. 

MQ 1 Minimum Qualification 

Bachelor’s-level degree from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing. Alternatively, qualifying experience may be substituted for the required education on a year-for-year basis. 

DQ 1 Desirable Qualification 

Master’s degree or doctorate from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing. Alternatively, additional qualifying experience may be substituted for the required education on a year-for-year basis. 

MQ 2 Minimum Qualification 

Five (5) years of experience applying analytical processes on IT projects.  At least three (3) years of that experience must have been in business systems analysis and design. 

DQ 2 Desirable Qualification 

Six (6) or more years of experience applying analytical processes on IT projects.  At least four (4) years of that experience must have been in business systems analysis and design. 

MQ 3 Minimum Qualification 

Three (3) years of experience in analyzing legislative mandates and regulations to identify their impact on system requirements. 

DQ 3 Desirable Qualification 

Four (4) or more years of experience in analyzing legislative mandates and regulations to identify their impact on system requirements. 

MQ 4 Minimum Qualification 

Three (3) years of experience preparing PAL documentation and artifacts for IT projects, specifically for Stages 3 and 4. 

DQ 4 Desirable Qualification 

Four (4) or more years of experience preparing PAL documentation and artifacts for IT projects, specifically for Stages 3 and 4.
