Definition
Under direction of supervisory official, is responsible for coordinating activities necessary to ensure compliance by the department or jurisdiction with the Americans with Disability Act of 1992 and the Federal Rehabilitation Act of 1973; does other related duties as required.

Requirements
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience in a government agency involved in developing, administering,
monitoring, or evaluating programs and policies relating to equal employment opportunity or civil rights.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the abovementioned professional experience.
OR
Possession of a Master's degree in Business Administration, Public Administration, or Personnel Administration from an accredited college or university; and two (2) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Examples of Work:
- Ensures compliance with provisions of the Americans with Disability Act (ADA).
- Inspects leased property for public accessibility.
- Investigates complaints concerning public accessibility.
- May review HUD or developer housing contracts with respect to ADA.
- Obtains price quotes for special purchases of equipment, materials, or supplies for implementing reasonable accommodation or public access.
- Reviews grievances from public on accessibility to public buildings and other public facilities such as parks under Title II of the ADA.
- Recommends type of modification needed for compliance with ADA standards with respect to public access and employee accommodation.
- Meets with department heads on expenses relating to required ADA improvements.
- Reconciles grievances from employees or public concerning provision of reasonable accommodations and public access to facilities.
- Identifies job functions within each department/division/unit which might benefit from modifications to office environment for public access or handicapped employees such as rearranging office layout and purchasing a Braille typewriter or a TDD or computer modem for telephone communication.
- Consults with municipalities, counties, and state departments concerning compliance with ADA.
- Provides technical information and advice to staff, peers, management, or activist groups.
- Recommends resolutions to grievances. Writes or updates the department's or jurisdiction's ADA grievance procedures.
- Develops program budget.
- May initiate press releases concerning ADA for public awareness.
- Conducts sensitivity training for agency employees on issues relating to ADA.
- Testifies when necessary on ADA issues.
- Oversees plans for special events within the jurisdiction so that accessibility to events is barrier free.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Knowledge and Abilities:
- Knowledge of provisions of Title II of ADA as applicable to state and local governments.
- Knowledge of practices and activities covered by employment nondiscrimination requirements of ADA.
- Knowledge of characteristics associated with qualified individuals with disabilities as defined by ADA.
- Knowledge of ADA limitations concerning medical examinations and inquiries about disabilities.
- Knowledge of types of reasonable accommodations that can be made which may make qualified applicants able to participate in the application process or to perform essential job functions.
- Knowledge of the differences between the New Jersey Barrier Free Subcode and ADA. Knowledge of types of structural changes that must be made to attain accessibility with ADA standards.
- Knowledge of methods for evaluating public access to facilities.
- Knowledge of procedures for investigating complaints.
- Knowledge of grievance procedures. Knowledge of principles and techniques of mediation.
- Knowledge of training principles and techniques. Knowledge of budgeting methods and principles.
- Knowledge of procedures involved in budgeting and expenditure of public funds.
- Ability to read and interpret laws, rules, and regulations.
- Ability to write policies and procedures specific to ADA issues such as resolutions and grievance procedures.
- Ability to interpret and apply provisions of the ADA, both Titles I and II.
- Ability to interpret and apply differences between the New Jersey Barrier Free Subcode and the ADA.
- Ability to interpret and apply aspects of the Federal Rehabilitation Act of 1973 as it applies to contractors and subcontractors and employment of individuals with disabilities.
- Ability to interpret and apply guidelines in either the Uniform Federal Accessibility Standards or the ADA Accessibility Guidelines for Buildings and Facilities.
- Ability to determine whether or not programs conform with ADA guidelines and regulations.
- Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
