This position is located under the Office of Field Operations, Tampa Field Division, located in Tampa, FL.

  • The Division Operations Officer (DOO) is responsible for planning, directing, and monitoring the functions of the division office. The position has responsibility for directing a staff involved in the planning, management, and evaluation of activities in the division. The DOO serves as the principal liaison between HQ or field division personnel with either the Special Agent in Charge (SAC), Director of Industry Operations (DIO) or the Assistant Special Agent(s) in charge (ASACs), other components of ATF, and other Government agencies in matters relating to the division's operational activities and its administrative programs.Typical duties will include:
  • Develops and evaluates procedures or policies, determines the need for and formulates overall plans for special programs, and directs their implementation.
  • Prepares and submits reports and other factual information concerning the effectiveness of existing policies, programs, and procedures, and keeps the managers apprised of the results of projects, studies, and surveys conducted by the division office.
  • Reviews and evaluates the projects and comprehensive reports submitted by subordinate personnel.
  • Represents the division in developing formal and informal agreements with other law enforcement and regulatory agencies concerning joint operations, reporting procedures, sharing of resources, etc.
  • Plans, develops, and executes a program relating to division operational reviews. These reviews involve visits to each office by the incumbent and/or subordinate operations officers to determine whether operational procedures, organizational structure, etc., are in accordance with established policies.

  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.
  • May be required to serve a one-year probationary period.
  • You must be a current permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate.
  • Suitable for Federal employment determined by background investigation.
  • You must meet all applicable time-in-grade requirements by the closing of this announcement.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. This is a non-bargaining unit position.

Qualifications

To qualify for GS-14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13.

Skills

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience must include all of:

  • Initiating, planning, and directing studies, surveys, operational reviews, or other projects to evaluate and improve the effectiveness of the division; AND
  • Developing and evaluating procedures or policies, determine the need for and formulate overall plans for special programs and direct their implementation, and oversee overall administrative matters affecting the division's operations and personnel; AND
  • Providing law enforcement expertise to high level division and Headquarters officials and managers; advising on policy, resource, and standard operating practice standpoints on long- and short-range resources and operating plans; AND
  • Providing leadership to others such as work groups, teams or special projects; AND
  • Reviewing and evaluating the projects and comprehensive reports submitted by subordinate personnel. Recommend actions to be taken.
