Summary

This position may be located in any of the Headquarters offices. The position has two principal purposes: 1) Manage specific law enforcement programs and/or conduct special long-range and/or large-scale projects encompassing the overall mission or program of the organization to which assigned.

Help

The major duties of the Criminal Investigator/Program Manager position include, but are not limited to, the following:

  • Serves as an advisor to top level Bureau management such as the Assistant Director (Field Operations), Division Chiefs, field Special Agents in Charge (SAC's), on all policy issues and technical matters within his/her area of responsibility
  • Performs complex, in-depth studies and/or directs and coordinates task forces or working groups on significant law enforcement issues which impact on functions and programs of national significance.
  • Provides technical assistance to Bureau managers and supervisors on major national investigations involving violations of Federal laws under ATF jurisdiction.
  • Provides leadership and guidance to Headquarters and field managers on the impact and implementation of new developments, trends, technology, and other matters affecting the assigned functional area, project, or program.
  • Prepares and presents briefings and paper to members of Congress and their staff; Department and Bureau management officials; law enforcement representatives of various federal, state, and local agencies; other law enforcement-related organizations; other law enforcement-related organizations; and the public.

  • Must be U.S. Citizen or National
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.
  • May be required to serve a one-year probationary period.
  • You must be a current permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate.
  • Pass drug screening and subject to random drug test.
  • Suitable for Federal employment determined by background investigation.
  • You must meet all applicable time-in-grade requirements by the closing of this announcement.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. This is a non-bargaining unit position.

Qualifications

Minimum Qualifications

To qualify for this position at the GS-14 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-13) by the closing date of this announcement.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

Specialized Experience Must Include All Of

  • Understanding of ATF'S arsons and explosives jurisdiction and ability to navigate national- level policy decisions and their impact on enforcement programs; AND
  • Developing interagency agreements and contributing to C-IED, C-UAS, and other threat initiatives; AND
  • Knowledge of explosives training, techniques, and procedures, and the ability to collaborate effectively with partners.

Certified Explosives Specialist experience is preferred but not required.

A one-year probationary period is required for new supervisors and managers.
