Position Summary
The Human Resources professional at At Home Care Agency is responsible for administering and overseeing all HR functions in compliance with Delaware State healthcare regulations, federal and state labor laws, and home care licensing requirements. This role supports workforce compliance, employee relations, recruitment, training, and performance management to ensure high-quality care delivery and regulatory adherence. This position does not include payroll processing for field or office staff.
Core Responsibilities (Delaware-Aligned)
1. Recruitment, Hiring & Credentialing
Manage full-cycle recruitment for caregivers, clinical staff, and administrative personnel.
Ensure compliance with Delaware Department of Health and Social Services (DHSS) hiring requirements.
Coordinate:
Criminal background checks (Delaware SBI & FBI as required)
Abuse registry checks
Employment eligibility verification (I-9 compliance)
License, certification, and credential verification
Maintain hiring documentation per Division of Health Care Quality (DHCQ) standards.
2. Employee Onboarding & Orientation
Oversee onboarding in accordance with Delaware home care licensing regulations.
Ensure completion of mandatory orientation, including:
HIPAA compliance
Infection prevention & control
Elder abuse, neglect, and exploitation awareness
Maintain onboarding records for audit and inspection readiness
3. Compliance & Regulatory Oversight
Ensure ongoing compliance with:
Delaware labor laws
Federal labor laws (FLSA, EEOC, ADA, FMLA)
Home Care Agency licensing standards
Prepare for and support state surveys, audits, and inspections.
Maintain compliant personnel files and ensure confidentiality in line with HIPAA and state law.
Track and implement regulatory updates impacting healthcare employers in Delaware.
4. Training, Education & Competency Tracking
Coordinate required and ongoing staff training per Delaware regulations.
Track:
Continuing education
License and certification renewals
Annual competency assessments
Ensure staff remain compliant with clinical and non-clinical training mandates.
5. Employee Relations & Workplace Management
Serve as the primary HR contact for employee concerns, grievances, and conflict resolution.
Conduct internal investigations in compliance with Delaware employment laws.
Advised leadership on:
Corrective actions
Disciplinary processes
Performance improvement plans (PIPs)
Promote a respectful, inclusive, and compliant workplace culture.
6. Performance Management
Administer performance evaluation systems aligned with agency standards.
Maintain performance documentation compliant with regulatory and legal standards.
7. Benefits & Leave Administration (Non-Payroll)
Administer and track employee benefits and leave programs, including:
FMLA
Delaware Paid Leave (as applicable)
Workers’ compensation coordination
Reasonable accommodation (ADA compliance)
Serve as liaison between employees and benefits providers.
8. Policy Development & Documentation
Develop, update, and enforce HR policies consistent with:
Delaware healthcare regulations
State and federal employment laws
Maintain employee handbooks and ensure staff acknowledgment of policies.
Communicate regulatory and policy changes to employees and leadership.
9. HR Reporting & Recordkeeping
Maintain accurate HR records for staffing, compliance, and audits.
Prepare HR reports related to turnover, training compliance, and workforce metrics.
Ensure secure and confidential handling of all employee data.
Qualifications
Education & Experience
Bachelor’s degree in human resources, Healthcare Administration, or related field (preferred).
Minimum 3–5 years of HR experience, preferably in home care, healthcare, or long-term care.
Strong working knowledge of Delaware healthcare regulations and labor laws.
Skills & Competencies
Excellent knowledge of healthcare compliance and regulatory requirements.
Strong organizational, documentation, and audit-preparedness skills.
Exceptional interpersonal and conflict-resolution abilities.
High level of discretion, confidentiality, and professionalism.
Proficiency in HRIS systems and Microsoft Office.
Work Environment
Office-based healthcare administrative setting.
Frequent interaction with caregivers, clinical staff, management, and regulatory bodies.
May require occasional travel for audits, training, or multi-site support.
