Chief Executive of Operations (COO) Position Summary 

The Assistant Director serves as Chief Executive of Operations At Home Care in partnership with the Advisory Board, is responsible for the success of At Home Care.  Together, the Executive Director, Advisory Board and Executive of Operations assure At Home Care’s  relevance to the community, the accomplishment of At Home Care’s mission and vision, and the accountability of At Home Care to its diverse constituents. This role collaborates with the Chief Executive Officer to develop corporate and operational strategies, and is charged with facilitating these efforts across Operations. 


The Chief Operating Officer (COO) collaborates with the chief executive officer and is responsible for the company’s routine management. The COO is responsible for managing operations, including quality control, personnel matters, and internal systems and business processes. The COO oversees all customer facing positions (customer care and professional services). Central to this role is building positive and lasting relationships between At Home Care and its customers. 


Responsibilities 

Legal Compliance

Assures the payment of all legal and regulatory licenses, documents and assists in monitoring compliance with relevant laws and regulations.

Mission, Policy and Planning

Helps meet At Home Care values, mission, vision, and short- and long-term goals.

Establishes the performance goals, allocate resources, and assess.

Demonstrate successful execution of business strategies for company services. 

Direct and participate in growth activities to support overall business objectives and plans. 

Assist with the development and direct execution of operating policies to support overall company policies and objectives. 

Identifies problems and opportunities and addresses them; brings those which are appropriate to the CEO, Advisory Board and/or its committees; and, facilitates discussion and deliberation.

Management and Administration

Responsible for all activities when CEO is absent. 

Provides general oversight of all At Home Care activities, manages the day-to-day operations, and assures a smoothly functioning, efficient organization.

Work closely with the CEO to develop and accomplish goals and strategic plans established by CEO and Advisory Board. 

Spearhead the development, communication and implementation of effective growth strategies and processes. 

Collaborate with the CEO to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the rapid growth objectives of our organization. 

Responsible for the measurement and effectiveness of all processes internal and external. 

Provides timely, accurate and complete reports on the operating condition of the Company. 

Motivate and lead a high performance management team; Mentor direct reports to cultivate skills and to increase consciousness of the interrelationship between each department in the operations groups. 

Provide direction to a service organization that mirrors the adopted mission and core values of the Company. 

Manages business relationships with key contacts and ensuring that our and services meet standards of quality and cost effectiveness. 

Assures a work environment that recruits, retains and supports quality staff and volunteers. 

Assures process for selecting, development, motivating, and evaluating staff and volunteers.

Recommends staffing and financing to the CEO, CFO and Advisory Board. In accordance with Executive Director, Advisory Board action, recruits personnel, negotiates professional contracts, and sees that appropriate salary structures are developed and maintained.

Directly manages subordinate supervisors and employees in all offices, and carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. 

Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Reward each team after targets are achieved.

Handling team building activities and motivating the teams to give quality care.

Governance

Helps the Advisory Board articulate its own role and accountabilities and that of its committees and individual members, and helps evaluate performance regularly.

Works with the CEO to enable the Advisory Board to fulfill its functions and facilitates the optimum performance by the Board, its committees and individual Board members.

With the CEO in focusing Advisory Board attention on long-range strategic issues.

Works with the Advisory Board officers and committee chairs to get the best thinking and involvement of each Advisory Board member and to stimulate each Advisory Board member to give his or her best.

Recommends volunteers to participate in the Advisory Board and its committees.

Financial Management and Accounting

Oversees contract management, contract negotiations, resolving contractual issues, and developing pricing and proposal strategies.


Promotes programs and services that are produced in a cost-effective manner, employing economy while maintaining an acceptable level of quality.

Works with CEO, CFO and Advisory Board to ensure financing to support short- and long-term goals.

Helps the Advisory Board and its development committee design, implement and monitor a viable policies and procedures.

Assures the availability of materials to support solicitation.

Assures the development and operation of systems and reports for quality decision-making.

Ensure that the decisions made by the Advisory Board, Executive of Operations of the organization are in conformity with the established policies. 

Direct short-term and long-range planning and budget development to support strategic business goals. 

 

Establish compensation, training, short and long-term goals for the operations groups. 

Community Relations

Participate in capital market development, including participation in road shows, bank meetings, analyst meetings, and more. 

Listens to clients, volunteers, donors and the community in order to improve services and generate community involvement. Assures community awareness of At Home Care response to community needs.

Physical Demands/Working Conditions

This is a high-stress position based on full responsibility for At Home Care operations. Handles detailed, complex concepts and problems, balances multiple tasks simultaneously, and makes rapid decisions regarding administrative issues.

Plans and implements programs. Establishes strong and appropriate relationships with Advisory Board, committees, volunteers, staff, donors and clients. Develops smooth and constructive relationships with executive colleagues, outside agencies, organizations and individuals.

Plans and meets deadlines. Maintains a flexible work schedule to meet the demands of executive management. Hours may be long and irregular.

Conveys a professional and positive image and attitude regarding At Home Care. Demonstrates commitment to continued professional growth and development.

Qualifications

At least 5 years of experience is required. The COO must have excellent interpersonal, communications, public speaking, and presentation skills. Solid working knowledge of budgeting, sales, business development and strategic planning is required for this position. As an At Home Care leader, this position requires the ability to generate respect and trust from staff and external constituencies. 

This position requires an individual with knowledge of and experience in management and administration. The position requires demonstrated experience in integrating and coordinating diverse areas of management.

• Knowledge in the following areas is required: human services, finance and personnel; oral and

written communications; planning and evaluation; and governance.

• A high level of personal skills is required to make formal, persuasive presentations to groups and to deal effectively with people from all segments of the community.

• The individual must be comfortable with diversity and respectful of a wide range of faiths, beliefs and experiences.

Communication Skills 

Oral Communication - Speaks clearly and persuasively in positive or negative situations; listens and gets clarification; Responds well to questions; Demonstrates group presentation skills; Participates in meetings. 

Written Communication - Writes clearly and informatively; Edits work for spelling and grammar; Varies writing style to meet needs; Presents numerical data effectively; Able to read and interpret written information. 

Computer Skills 

Become and remain proficient is all programs necessary in running the Operations area of At Home Care St Louis.
