Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:- Leading or managing a team of employees and monitoring their progress towards achieving project goals and objectives; AND
- Developing solutions to resolve program issues or changing requirements; AND
- Coordinating and providing technical support to a variety of Multifamily housing loan production and underwriting functions relating to FHA or other government mortgage insurance programs, including construction monitoring, inspection, and appraisal activities.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.
As a Branch Chief Technical Team, you will:
- Supervise and provide oversight to a subordinate staff of professional and administrative personnel who support various underwriting teams on the most complex matters in a specific Multifamily Hub or Satellite pertaining to multifamily rental housing.
- Coordinate with other Multifamily Development and Asset Management staff in the financing and administration of transactions and with the Federal Housing Administration's (FHA) multifamily mortgage insurance programs.
- Provide technical expertise and guidance in the management for the planning, development, design, cost, value, and construction of underwriting support operations, and with the operations of major multifamily insured and capital advance projects, which is necessary to establish firm control and management of the projects construction budget and schedule, ensuring HUD's commitments to the sponsor/customer are met.
- Serve as principal technical advisor to the Production Division Director and other Multifamily Hub, management, providing advice and guidance on matters pertaining to statutory and regulatory requirements and other administrative directives regarding multifamily rental housing.
- Provide oversight and coordination in the Multifamily Hub or Satellite for appraisal, architecture, engineering, cost, and environmental issues, overseeing the development and implementation of solutions to problems related to these areas at both the transaction and program level, serving as the primary official responsible for quality control of technical analysis and coordination with underwriting of all assigned transactions.
