Summary Job Goal: The Planning & Development Director (PDD) leads AVCP’s administrative portfolio for capital planning, development, construction management, and project management support across all programs. This position oversees the Western Alaska Public Safety Emergency Response System (WAPSERS) construction program, the Essential Services Building, and all other capital and infrastructure projects initiated by AVCP.
The PDD is responsible for capital development, grant writing and management, project oversight, logistics coordination, and multi-program project support. This role ensures that AVCP’s construction and development initiatives are executed on time, within budget, and in alignment with Tribal priorities and organizational goals.
The PDD supervises a team of project managers and support staff who assist with design, development, grant coordination, and project execution across AVCP.
Position Impact: This position shapes the infrastructure and capital development future of AVCP and Western Alaska (the Yukon Kuskokwim Delta), ensuring comprehensive planning, operational readiness, and successful implementation of major construction and administrative projects. The PDD strengthens the organization’s ability to execute complex, multi-site initiatives and secure external funding to support long-term Tribal community needs.
Performance Responsibilities:
Strategic Planning & Development Oversight
- Lead organizational capital planning, prioritization, and multi-year development strategies.
- Establish and manage AVCP’s Capital Development Framework for new construction, infrastructure upgrades, and essential services facilities
- Support the development of Emergency Management at AVCP.
- Oversee planning, feasibility studies, scoping, and development for WAPSERS and AVCP capital projects.
- Ensure that capital development aligns with Tribal, regulatory, and organizational objectives.
Construction Management Leadership
- Provide administrative support and project management for AVCP capital projects.
- Supervise staff engaged in capital project management, permitting, logistics, and site coordination for multi-site projects.
- Ensure contractors and A/E partners meet contractual, schedule, scope, and quality requirements.
- Maintain high-level oversight of project controls, including schedules, budgets, change orders, compliance, and reporting.
- Work closely with the General Counsel and the Chief Administrative Officer to ensure procurement, contracting, and compliance obligations are met.
Project Management Coordination Across AVCP
- Direct and support project managers assigned to administrative or programmatic initiatives (Construction Program, Capital Projects, Public Safety, and others).
- Create standardized project management tools, templates, and reporting structures.
- Ensure consistency in OAC processes, documentation, communication, and risk management across all programs.
- Serve as the administrative hub for multi-department project coordination.
Grant Development, Planning & Compliance
- Lead or support grant writing and capital funding requests across federal, state, philanthropic, and Tribal partners.
- Oversee grant lifecycle management for capital projects, including reporting, match tracking, and compliance.
- Coordinate closely with the Grants Office, Finance, and CAO to ensure alignment with organizational priorities.
- Identify and secure funding for new capital, transportation, and essential services projects.
Intergovernmental, Tribal & Stakeholder Engagement
- Coordinate with Tribal councils, ANCSA corporations, municipal partners, state agencies, and federal partners on capital project planning and development.
- Support Tribal resolutions, site control agreements, land-use approvals, and community engagement for WAPSERS and other projects.
- Represent AVCP in regional, statewide, and national forums regarding infrastructure and capital development.
Administrative Management & Reporting
- Develop and oversee reporting frameworks for Executive Leadership, the Executive Board, funders, and regulatory agencies.
- Ensure transparent, timely, and detailed reporting on all capital and development projects.
- Lead internal communication across departments involved in capital or development work.
- Maintain documentation for audits, funders, compliance reviews, and legal oversight.
Team Leadership & Supervision
- Supervise staff, including project managers, construction support staff, project controls analysts, development coordinators, and administrative support.
- Provide coaching, workload management, performance evaluation, and professional development.
- Build and sustain a high-functioning administrative development team.

EDUCATION and EXPERIENCE: Bachelor’s degree in project management, planning, engineering, construction management, public administration, business administration, or related field. An equivalent combination of education and substantial relevant professional experience will be considered in lieu of a degree. 7 years of experience in project management, construction program administration, capital planning, or infrastructure development. Experience supervising staff or managing multi-disciplinary projects. Demonstrated experience with construction or infrastructure projects in rural or remote settings. Strong understanding of project management software (MS Project, Smartsheet, Procore, Asana, etc.). Strong administrative, coordination, and organization skills with close attention to detail. Ability to manage multiple complex tasks simultaneously under tight timelines.

PREFERRED: Experience with remote Alaska construction, rural logistics, or capital projects in Tribal or nonprofit settings. Experience working with architects, engineers, environmental consultants, and permitting agencies. Familiarity with federal grant compliance (2 CFR 200). Knowledge of public safety infrastructure, emergency response facilities, or similar operational environments.
