Specialized Experience: Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:- Managing or serving in a lead role in the Housing Choice Voucher program; AND
- Serving as a subject matter expert or authoritative source for the Housing Choice Voucher program; AND
- Providing advice and guidance on matters pertaining to the Housing Choice Voucher program and statutory authorities in the preparation of legislative proposals; AND
- Consulting with and providing technical assistance to interest groups, representatives of Congress, or Federal, State, and local agencies; AND
- Evaluating proposed legislation for impact on the Housing Choice Voucher program.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located in the Office of Public and Indian Housing (PIH), Office of Public Housing and Voucher Programs (OPHVP). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.
As a Supervisory Housing Program Specialist, you will:
- Direct the development of criteria, instructions, and guidelines to achieve the goals and mission of the Division.
- Evaluate the effectiveness of policies and procedures developed or implemented by the Division and develops recommendations for improvement where necessary.
- Coordinate the activities of the Division with those of other Departmental program areas to assure the accomplishment of overall goals and objectives. Coordinates with other PIH offices, offices throughout HUD, and external partners on projects involving the division's responsibilities.
