You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:
- Monitoring and evaluating recipients performance in administering housing or community development grants; AND
- Ensuring that programs are implemented in a timely manner in compliance with all applicable requirements, including program policies; AND- Identifying technical assistance needs and providing support in increasing program management capacity; AND
- Developing and recommending corrective actions to address recipient noncompliance with statutory and regulatory requirements.
Specialized Experience for the GS-11, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as:
- Monitoring and evaluating recipients performance in administering housing or community development grants; AND
- Assisting in ensuring that housing programs are implemented in a timely manner and in compliance with all applicable requirements, including program policies; AND
- Working as part of a team identifying technical assistance needs and providing support in increasing program management capacity.
OR Education: You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.
Specialized Experience for the GS-09, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as:
- Assisting recipients in administering housing or community development grants; AND
- Assisting in ensuring programs are implemented in a timely manner and in compliance with all applicable requirements, including program policies.
OR Education: You may substitute education for general or specialized experience as follows:
Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Public and Indian Housing (PIH), Office of Native American Programs. PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Grants Evaluation Specialist, you will:
- Implement national policies, standards, procedures and guidelines with regard to the monitoring and evaluation of all applicable programs. Provide guidance to Indian tribes and Tribally-Designated Housing Entities (TDHEs) regarding the interpretation and application of grants evaluation program policies and procedures.
- Participate as individual or member of functional team to conduct targeted compliance assessments of specific TDHEs using diagnosis, problem analysis and resolution, and follow-up. Provide technical assistance to TDHEs by responding to inquiries, disseminating relevant information, identifying needs, and assisting in the development of tailored packages to address those needs. Develop and initiate corrective actions for non-compliant grant recipients. Initiate enforcement and referral actions to address substantial non-compliance issues. Refer severe compliance issues to the appropriate Departmental officials with recommendations for addressing the issues.
