Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:- Experience supervising and managing multidisciplinary teams such as program analysts, data analysts, and housing program specialists, AND
- Experience leading program research, evaluations, and data management, AND
- Experience developing and implementing and applying policy, procedural instructions and performance tracking, AND
- Experience analyzing and troubleshooting complex data systems, ensuring compliance oversight, and providing technical assistance to internal staff and external stakeholders.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

This position is located in the Office of Public and Indian Housing (PIH), Office of Housing Voucher Program. PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.
As a Director, Program Support Division, you will:
- Directs a staff of program analysts, housing program specialists, data analysts and management information specialists with knowledge of the Housing Choice Voucher Program. The staff develops and provides all automation reports/systems related to policies, program and financial management, operations, and assessments of Voucher Programs.
- Director has supervisory responsibility for performance oversight, compliance assurance and technical assistance for contractors (procurement) working under the jurisdiction of the Office of Housing Voucher Programs. Additionally, the Director supervises the gathering of information to address internal and external requests regarding the program, including congressional inquiries, media requests, and Freedom of Information Act requests.
- Maintains a working knowledge of all IT systems used in Public Housing and additional systems used in the federal and private sector that identifies information on rental housing programs. Serves as a national resource on data system issues and assists with national policy development and formulation.
