The Asian Prisoner Support Committee (APSC) was founded in 2002 to provide culturally competent services to the currently and formerly incarcerated Asian and Pacific Islander (API) community. APSC has evolved and grown into a leading organization at the intersection of criminal justice, immigrant justice, and anti-detention/deportation for Asian Pacific Islander communities. With over 20 years of experience conducting organizing activities within California prisons, APSC is recognized as a national model for criminal justice transformation. About Asian Americans for Civil Rights and Equality
The Asian Americans for Civil Rights and Equality (AACRE) network was launched in 2014 to focus on long-term movement building, capacity infrastructure, and leadership support for Asian Americans committed to social justice. Including APSC, there are currently 13 partnering member groups with unique strengths. Fiscal sponsorship, administrative, and operational support is provided centrally for all of these groups so they can focus on their core programs. Staff hired under APSC will be employees of AACRE.
Position Overview
The APSC Deputy Director works in close partnership with the APSC Executive Director to strengthen the internal systems, operations, and organizational infrastructure that support APSC’s mission, vision, and values. This role provides leadership for internal organizational management, including operational systems, staff support structures, financial coordination, and administrative processes.
The Deputy Director ensures that APSC’s internal operations run smoothly and sustainably, supports clear organizational decision-making processes, and helps cultivate a healthy and collaborative organizational culture. The position supervises the R2R Program Manager, In-Prison Program Manager, and Community Engagement Coordinator.
Key Responsibilities
Organizational Operations & Infrastructure
- Lead the development, implementation, and improvement of APSC’s internal systems, operational processes, and organizational infrastructure that support APSC’s programs and strategic priorities.
- Translate organizational priorities set by the APSC Director and Council into clear operational plans, workflows, and systems.
- Support clear internal decision-making processes that help staff align around APSC’s priorities and work plans.
- Strengthen APSC’s operational processes, internal policies, and documentation to ensure APSC maintains clarity, efficiency, and sustainability.
- Oversee operations including internal coordination, administrative management, and cross-functional project management.
Organizational Leadership & Staff Support
- Support the development of a strong, collaborative staff culture rooted in shared purpose, accountability, and care.
- Help strengthen people-centered organizational practices that promote staff well-being, communication, and professional growth.
- Support managers and staff in navigating workplace challenges and improving team cross-functional coordination.
- Oversee and supervise three positions including assigning and directing work, setting clear expectations, offering regular feedback, and ensuring supervisory practices align with organizational policies
- Build and maintain systems that promote proactive communication, accountability, and collaboration across APSC.
- Oversee internal people operations systems including hiring processes, onboarding, staff support structures, and internal and AACRE policies.
- Work with the APSC Executive Director to strengthen systems that support staff leadership development and organizational learning.
- Maintain and improve HR and personnel systems, policies, and documentation to ensure organizational consistency and compliance in collaboration with AACRE HR & People Support..
- Support the development of organizational practices that are inclusive, equitable, and responsive to staff needs.
Financial & Administrative Management
- Support the financial health of the organization through strong operational and administrative systems in coordination with the APSC Executive Director and Executive Assistant.
- Coordinate budgeting, expense tracking, and financial planning processes in collaboration with the APSC Executive Director and the AACRE Finance Team
- Maintain regular coordination with AACRE to ensure financial systems, reporting, and compliance requirements are met.
- Support grant administration, financial reporting processes, and operational planning tied to organizational resources.
- Ensure that financial and administrative systems are organized, transparent, and aligned with organizational priorities.
Cross-Functional Coordination & Organizational Planning
- Support the implementation of organizational priorities by coordinating planning processes and tracking progress on key initiatives.
- Facilitate cross-team communication and coordination to ensure alignment across programs and operations.
- Support internal meetings, planning sessions, and systems that help staff collaborate effectively across the organization.
Qualifications
- 4–7 years of experience in organizational operations, administration, or leadership roles within mission-driven or nonprofit organizations.
- Demonstrated experience building and improving organizational systems, operations, and administrative infrastructure.
- Strong organizational leadership and project management skills, with the ability to manage multiple priorities and initiatives.
- Experience managing staff, supporting people operations, HR systems, and staff development practices.
- Experience managing or supporting nonprofit financial systems, including budgeting, financial tracking, or grant administration.
- Strong communication and facilitation skills, with the ability to support collaborative decision-making and cross-team coordination.
- Commitment to APSC’s mission and values, with demonstrated experience working with or advocating alongside Asian Pacific Islander communities and people directly or systems impacted by incarceration and deportation.
- Demonstrated understanding of in-prison social dynamics, culture, and institutional politics, with the ability to navigate complex environments to support mediation, de-escalation, conflict resolution, and relationship building.
