We are seeking an experienced Energy Marshal (Owner’s Representative) to support large-scale data center development projects. This role acts on behalf of the owner/developer to provide independent oversight, assurance, and coordination of all hazardous energy control (Lockout/Tagout - LOTO) and electrical safety activities across construction and commissioning phases.
Unlike contractor-based roles, this position is focused on governance, compliance assurance, and risk mitigation, ensuring that General Contractors (GCs), subcontractors, and commissioning teams execute energy isolation activities in strict accordance with project requirements, safety standards, and operational constraints.
The Energy Marshal will serve as the owner’s Subject Matter Expert (SME) for energy isolation, bridging between construction, commissioning, and live operations to protect both personnel safety and mission-critical uptime.

Key Responsibilities
Program Oversight & Assurance
• Provide independent oversight of the Energy Isolation (LOTO) program across all project phases
• Validate that contractors are effectively implementing energy control procedures in alignment with project and regulatory requirements
• Act as the owner’s representative for hazardous energy control governance and compliance

Construction & Commissioning Coordination
• Coordinate and align energy isolation activities between:
o General Contractors (GCs)
o Subcontractors
o Commissioning teams
o Owner operations teams
• Ensure all isolation activities are properly planned to minimize risk to live data center operations
• Participate in and support High-Risk Activity (HRA) planning and sequencing
Procedure Review & Approval Oversight
• Review contractor-developed:
o MOPs (Method of Procedure)
o SOPs (Standard Operating Procedures)
o Energy isolation procedures
• Verify all sources of hazardous energy are properly identified and controlled prior to execution
• Ensure compliance with LOTO standards, permitting processes, and risk assessments
Auditing & Compliance Verification
• Conduct regular field audits of electrical and mechanical isolation activities (LV/MV/HV systems)
• Audit contractor adherence to:
o LOTO procedures
o Permit-to-work systems
o Applicable safety standards (e.g., NFPA 70E, OSHA)
• Identify gaps, escalate risks, and ensure corrective actions are implemented
Electrical Safety SME
• Act as the primary owner-side point of contact for all high-risk electrical work activities
• Provide technical guidance on:
o Electrical safety requirements
o Arc flash risk mitigation and labeling
o Proper PPE selection
• Support informed decision-making around energized work and system energization
Risk Management & Work Authorization
• Review and validate:
o Hazardous Energy Risk Assessments
o Job Hazard Analyses (JHAs)
o Permit-to-work documentation
• Serve as the owner’s authority to challenge or stop unsafe work practices related to energy isolation
Stakeholder Engagement
• Collaborate with:
o Owner project management teams (DCD)
o Data center operations (live site teams)
o Environmental Health & Safety (EHS)
o Commissioning and integration teams
• Attend daily coordination meetings, safety briefings, and project reviews
• Support cross-functional alignment on safety and operational priorities
Reporting & Documentation
• Provide regular updates on:
o Audit findings and compliance status
o Risk exposure and mitigation plans
o Energy isolation coordination issues
• Maintain documentation to support quality assurance and project governance
Required Qualifications
• 7 years of experience in:
o Electrical systems / power distribution (LV/MV/HV)
o Mission critical construction or data center environments
• Strong expertise in:
o Lockout/Tagout (LOTO) programs
o Hazardous energy control
o Electrical safety standards (NFPA 70E, OSHA)
• Experience reviewing procedures, risk assessments, and high-risk work activities
Preferred Qualifications
• Prior experience in an Owner’s Rep, Controlling Energy Marshal, or oversight role
• Data center development or operations experience
• Formal training/certifications such as:
o NFPA 70E Electrical Safety
o OSHA 10/30
• Experience working across construction and live operational environments
Salary and Other Compensation:The annual [salary/hourly rate] for this position is between [$180,000-218,000 per annum]. Factors which may affect pay within this range may include geography/market, skills, education, experience and other qualifications of the successful candidate.
