What are the responsibilities and job description for the WSS Master Technician position at Arlington County, VA?

The Department of Environmental Services (DES) has a vacancy for a Water/Sewer/Streets (WSS) Master Technician in the Sewer Maintenance section of the WSS Bureau. WSS Master Technician provides onsite leadership to a team in their respective section and provides additional support to the WSS Crew Leader and serves as a leader in the absence of the Crew Leader along with special projects and emergencies as needed. The WSS Master Technician will perform senior level trades work in the Sewer Section, responsible for the maintenance and construction of the sanitary and storm sewer infrastructure by repairing breaks and stoppages, monitoring lines utilizing TV cameras, laying new pipes, testing and adjusting valves, adjusting and replacing manholes, frames and covers.


Specific duties include:

  • Performs the most critical, skilled work associated with the construction, repair, and maintenance of sewer infrastructure;
  • Evaluates and coordinates with Inspection and/or Construction crews for immediate repairs or inspections (i.e. CCTV, pole camera and/or SL-RAT, or repair);
  • Daily consults with the supervisor/crew leader at start of day for specific team-related instructions and provides end-of-day feedback on employee performance or other work-related issues;
  • Drives commercial vehicles (Vacuum/Flusher Trucks, etc.) and takes basic care of assigned vehicles and communicates down time with WSS Crew Leader;
  • Enters data into Asset and Task Management System;
  • Coordinates materials and equipment for projects;
  • Provides on-site technical assistance and training to crew members as needed/requested;
  • May lead the set-up and clean-up efforts at worksites; and
  • Participates in snow removal and emergency operations.

The ideal candidate will be dedicated with good organizational and communication skills. Computer skills are essential for creating reports, utilizing the work order system and responding to emails.


Minimum Qualifications:

  • High School Diploma, GED, or the equivalent; and
  • Three (3) years' experience in public works, construction, streets operations or other vocation that demonstrates the ability to perform skilled manual maintenance and/or construction; and
  • Class A or B Commercial Driver's License (CDL) with Tanker endorsement.

Substitution(s) : Additional qualifying experience may be substituted for up to two years of the education requirement on a year-for-year basis. Technical training may substitute for up to one year of the experience requirement on a year for year basis.

Desirable Qualifications: Preference may be given to applicants with experience in one or more of the following:

  • Performing as a team leader or lead worker in water, construction, or streets operations;
  • Operating a backhoe or other specialized equipment;
  • Performing skilled manual maintenance in two or more technical areas in water, sewer or street operations;
  • Completing daily paperwork such as time sheets, material tickets, or daily project reports; and/or
  • Certification in Confined Space Entry, Trenching and Excavation and/or VDOT Intermediate Work Zone Safety.

Special Requirements

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.

Driver's License: Applicant must possess, and maintain a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record. Any offer of employment may be contingent upon favorable review of the applicant’s driving record. Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.

  • Type of License - Class “A” or "B" Commercial Driver's License (CDL) as well as Tanker endorsement.

Must possess or obtain within one year of hire, a VDOT Intermediate Work Zone Safety Certification.

The successful applicant will be subject to drug screening, at such times during employment, as required by federal, state and local standards and policies. Any offer of employment will be contingent upon a favorable review of the applicant's driving record and passing a pre-employment drug screening and alcohol breath test as required by applicable standards.

Requires learning and following all safety rules and regulations pertaining to job functions which includes attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations.

Work Environment

  • Performs activities outdoors; Subject to hazards such as being near moving vehicles and mechanical parts, electrical currents, exposure to high heat, chemicals, and/or biohazardous waste.
  • Subject to one or more of the following conditions: fumes, odors, dusts, dirt, mists, drafts, loud noises, gases or poor ventilation, oils, and other cutting fluids.
  • Spends long periods of time standing, crouching, stooping, bending, lifting, pushing, pulling, carrying, and/or working in confined spaces and lighting light to heavy objects and equipment.
  • Required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, and/or hard hats.
  • Required to respond to after-hour calls and emergency situations and mandatory overtime may be required on short notice.
  • Requires on-call duty on a weekly rotating basis which includes assisting the Trades Manager with preparing the on-call stand-by list.
  • Requires learning and following all safety rules and regulations pertaining to job functions which includes attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations.
  • Physical Requirements: Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Additional Information

Work hours : 6:30am to 3:00pm, Monday through Friday. This position is classified as essential. Employee must be available for call back in emergency situations, particularly during snow removal season, working on call, during weekends, and holidays.
