The Department of Environmental Services (DES) is seeking a Residential Permit Parking Administrative Technician to join our team! Part of the DES Transportation Engineering and Operations Bureau, the Parking and Curbspace Management Team supports Arlington’s multimodal transportation system and works to balance competing demands for space within the public right-of-way, as well as within some publicly-owned facilities. This is done by managing the public curbside and off-street parking facilities through policy and operations. Among other duties, this team administers the Residential Permit Parking (RPP) Program, manages contracted operation of several County-owned parking garages, regulates private car-share service within the County, and serves as the lead on policy for public and private parking. This position works specifically in support of the Residential Permit Parking (RPP) Program providing in-person customer service and administrative support, and reports to the Transportation Program Manager (Parking and Curbspace Manager).
Specific duties include:
- Providing prompt and courteous customer service, addressing resident questions via email, phone, in-person, and through other communication platforms regarding RPP eligibility, guidelines, and procedures;
- Escalating complex or unresolved issues appropriately and in a timely manner;
- Reviewing residential permit applications for accuracy and eligibility using a cloud-based database system, and efficiently processing applications through approval, supporting timely fulfillment and recordkeeping;
- Processing in-person check payments from customers consistent with County funds handling policies;
- Maintaining accurate digital and physical records in support of program operations and the County’s Records Retention policies, including paper applications, RPP petitions (new requests to join the program), other program documentation, and office supplies;
- Monitoring, understanding and producing reports related to permit processing and program operations, and communicates updates, issues, and needs to team leadership;
- Supporting the function of Constituent Services at the Welcome Center location in the lobby as available when not directly engaged in RPP duties; and Performing additional administrative duties as assigned to support the team and program operations.
The ideal candidate will have the following:
- Effective written and verbal communication and problem-solving skills with a high level of accuracy and attention to detail;
- Excellent customer service skills with a demonstrated ability to handle challenging situations with tact and sensitivity while maintaining a positive attitude when interacting with the public, departmental staff, and other County personnel; and
- Technical competence to master multiple computer software applications/systems.
Minimum Qualifications:
- High School Diploma/GED, or equivalent; and
- Some experience providing in-person customer service and administrative support and utilizing software systems to manage and retrieve data.
Substitution : Successful completion of related college coursework from an accredited college or university may be substituted for the experience requirement.
Desirable : Preference may be given to candidates with experience in one or more of the following:
- Extensive In-person customer service which included check/cash handling transactions;
- Reviewing documents such as applications, reports, and other documentation for completion and accuracy;
- Explaining complex policies and procedures to customers;
- Utilizing cloud-based or specialized database systems for managing data such as applications or customer records; and/or Spanish/English bilingual skills.
Special Requirements
EPI Assessment: To be considered for this position, you must achieve a passing score on the Employee Preferences Inventory (EPI) Assessment. Please note the following:
- Scores are valid for one calendar year.
- You cannot retake the assessment until one year has passed since your last attempt.
- If you have completed the EPI within the past year, you do not need to retake it.
- If you have not taken the EPI during the past year, you will receive an email with instructions and a deadline for completing the assessment.
- Failure to complete the EPI by the deadline provided to you in email will disqualify you from this recruitment process.
Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Additional Information
Work hours: Full-time, 8:00 a.m. to 5:00 p.m., Monday through Friday when County offices are open for business. There is an expectation that the position periodically supports evening and weekend Residential Permit Parking petition data collection along with other members of the team.
This position is full-time, in-person, and based at the Bozman Government Center, 2100 Clarendon Blvd, in the Welcome Center.
