The Department of Parks & Recreation (DPR) is seeking a Community Arts Program Supervisor with creativity and strong leadership skills for the Community Arts Unit. The Program Supervisor is a member of the Community Recreation Division Leadership team and is responsible for the development, delivery and evaluation of comprehensive community art recreation programs and services for individuals of all ages and abilities, families, and community members. The Program Supervisor will be responsible for the supervision of full-time, part-time and contracted staff and volunteers.


Specific duties include:

  • Provides overall leadership, management and strategic direction of the Community Arts Section, including identifying and developing priorities to ensure the section meets diverse needs and maintain changing trends;

  • Manages the planning, development, implementation and evaluation of all community arts programs and services;

  • Manages the operating budget including monitoring expenses, cost recovery, revenues, procurement, and contractors;

  • Ensures data collection, analysis, and processes for continuous improvements of programs and services are in place, including all programs supporting the ADA laws are dedicated to right leisure for all individuals;

  • Assesses outreach needs and develops appropriate marketing strategies in conjunction with appropriate division and department staff;

  • Ensures all programs meet operational, program and safety standards set by regulating agencies (State and County Government, DPR, and Va Department of Aging and Rehab (VDAR), including comply with and adhere to federal, state, and local laws and regulations;

  • Manages staff and volunteers which includes, hire, coach, mentor, provide support and guidance, performance feedback, and encouragement;

  • Develops productive working relationships and partnerships within and across County departments and work groups, including effective customer service and timely and accurate information to internal and external customers; and
  • Serves as liaison between outside groups (sponsored groups, affiliates and partners) and DPR.

The successful candidate will possess:

  • Effective leadership and comprehension skills, interpersonal skills to manage others and maintain working relationships, and work successfully in a team environment.

  • Knowledge of program management, budgetary practices, cost recovery principles, fee setting, and revenue generation including how Parks and Recreation programming can generate revenue.

  • Knowledge of recreation trends nationally, regionally and locally.

  • Ability to complete tasks, take initiative, and create new programs aligning with the community needs.


Minimums:

  • Bachelor’s Degree in the arts related field or other related fields appropriate to the assigned program area;

  • Considerable experience managing, planning, and organizing Art programs; and
  • Some experience working as a lead or supervisor.

Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education.

Desirable : Preference may be given to candidates with experience in one or more of the following:

  • Managing, planning, and organizing programs in the arts;
  • Supervising the work of others; and
  • Working in a community recreation setting.

Must possess First Aid/CPR/AED certifications or ability to obtain within 60 days of hire.

A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Must possess a valid driver license, or the applicant must have the ability to perform duties at locations other than the primary worksite. If the applicant has a license, they must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

Additional Information:

Work Hours: Monday–Friday, 8:30 AM–5:00 PM, with occasional evenings and weekends. Hybrid telework permitted up to two days per week, typically after the probationary period or with supervisor approval.
