The Department of Environmental Services (DES) is seeking an Engineering Support Associate in the Engineering Records section of their Water, Sewer & Streets (WSS) Bureau. The WSS Bureau is responsible for maintaining Arlington’s 1,058 lane-miles of public streets, 443 miles of sidewalks, 458 miles of gravity sanitary sewers, 4 miles of sewer force mains, 500 miles of water mains, and 373 miles of storm sewer.
Specific duties include:
- Serving as final QA/QC authority on new water service connection installation requests generated by Land Disturbing Activity (LDA) permit applications and Residential Building permits received from the DES Development Services Bureau, and advancing the request to the staff at Trades to construct;
- Designing the new water service connection installation plan for RADD (Residential Addition) permit projects and preparing a drawing for the in-house WSS water crews to use to install the new water service line;
- Responding to water service line-related FOIA requests and County design engineer requests for water meter information within their project areas;
- Performing Drainage Fixture Unit (DFU) inspections of the plumbing fixtures present within existing buildings that are proposed for redevelopment;
- Coordinating with developer contractors on the timing desired for WSS crews to install their water service, and resolving design plan errors with their approved plans;
- Providing field and in-office customer services to internal and external customers;
- Locating, researching, and interpreting records, easements, deeds, and drawings to assist engineers and construction crews with maintenance work;
- Updating records and attributes in the County’s asset management platform (Cartegraph) and updating water valve intersection drawings using AutoCAD;
- Conducting water quality sampling; and
- Supporting snow removal operations during inclement weather.
Minimum Requirements:
- Graduation from high school, vocational school, a GED certificate or the equivalent; and
- Some experience in one or more of the following areas:
- Engineering support;
- Construction management;
- Laboratory experience conducting tests;
- Customer service in a trades environment; and/or
- Utility records management.
Substitution: A Bachelor's degree in construction management, engineering, architecture, or a related field may substitute for up to one year of experience.
Desirable: Preference may be given to candidates with a valid Commercial Driver's License (CDL) A or B, and experience in one or more of the following:
- Preparing, updating, and/or locating records, drawings, and plats;
- Mapping and performing spatial analyses with ArcGIS Pro;
- Working with an automated work order management system (Cartegraph) and/or utility billing software (Cayenta);
- Reading engineering plans, schematics, maps, and drawings showing water and/or sewer systems;
- Drafting with AutoCAD; and/or Working with citizens to resolve public works requests.

Working Conditions:
Work is performed both outdoors in all types of weather conditions and within an office environment. The work environment includes exposure to drafts, noise, dust, grease, and dirt, and may include extended periods of standing, walking, bending, crouching, and lifting light to heavy objects and equipment. Applicant must physically be able to perform Drainage Fixture Unit (DFU) inspections within private homes and buildings that are not ADA-accessible.
Additional Information:
Work Hours: Core work hours are generally 8:00 am – 5:00 pm Monday through Friday with a hybrid schedule. Employees must work at least 48 hours in the office each pay period (every two weeks). Specific in-office days and schedules can be arranged with supervisor approval in compliance with DES Flex-work requirements. However, employees are subject to occasional shift rotation, based on department needs. Employees must be available to work after hours during snow removal season.
This position is part of the Engineering Support Associate Multi-Grade (I, II and III) pay band which includes entry, journey and senior level work. The pay range listed above encompasses entry through senior level. Most new hires begin at entry level; however, applicants with previous experience may be considered eligible to be hired at a higher level. The supervisor will discuss with employees how the competencies can be achieved, both through training and experience on the job.

- Engineering Support Associate I (Entry): $54,558.40 - $84,572.80 Annually
- Engineering Support Associate II (Journey): $60,174.40 - $93,288.00 Annually
- Engineering Support Associate III (Senior): $63,190.40 - $97,968.00 Annually
