We are expanding and seeking a Senior Project Manager / Estimator (or Project Manager / Estimator) to join our leadership team. This is an opportunity to take ownership of federal projects from pursuit to closeout while working directly with some of the most respected agencies in the country. If you dont have Estimating background we have a very good trainer and system in place.
Position Overview
This dual role combines project management and estimating expertise. You will lead the full lifecycle of federal construction projects—design-build and design-bid-build—from initial estimating and preconstruction through execution and closeout. As a leader, you will guide teams, manage subcontractors, and serve as the primary point of contact for federal clients.
Your estimating skills will be equally critical, ensuring competitive, accurate proposals and supporting our growth in the federal marketplace.
Key ResponsibilitiesProject Management
- Lead federal construction projects from award through completion, ensuring delivery on time and within budget.
- Oversee subcontractor buyouts, contracts, change orders, and project billings.
- Conduct client meetings, federal inspections, and serve as the primary liaison with owners, engineers, and agencies.
- Mentor junior staff and strengthen internal project controls, scheduling, and cost tracking processes.
- Drive schedule management using Primavera P6 or Microsoft Project and ensure compliance with all safety and quality protocols (EM 385-1-1, OSHA).
Estimating & Preconstruction
- Develop accurate cost estimates for federal projects by reviewing drawings, specifications, and scopes of work.
- Perform detailed quantity take-offs, identify self-performed scopes, and solicit/evaluate subcontractor proposals.
- Prepare and submit competitive, fully compliant bids for USACE and other federal clients.
- Coordinate pre-bid activities, RFIs, and ensure addenda and scope clarifications are incorporated into proposals.
Design & Technical Oversight
- Interpret and coordinate civil, structural, architectural, mechanical, and electrical plans.
- Collaborate with A/E teams, owners, and field staff to resolve design challenges and ensure compliance with federal codes and standards.
Qualifications
- 10 years of progressive experience in federal construction with direct exposure to USACE/NAVFAC projects.
- Proven track record of successfully managing design-build and design-bid-build federal contracts.
- Strong knowledge of federal specifications, FAR/DFARS regulations, and quality/safety standards.
- Proficiency in Primavera P6, MS Project, Viewpoint, Procore, and Bluebeam.
- Bachelor’s degree in Construction Management, Engineering, or related field preferred.
- EM 385-1-1 and OSHA training certifications strongly desired.

Pay: $130,000.00 - $165,000.00 per year
