Job Summary


Archtop Fiber is seeking an experienced Construction Manager to lead the deployment of Fiber-to-the-Home (FTTH) infrastructure within an assigned geographic territory. This role is responsible for the end-to-end management of network construction projects, providing ownership from initial planning and design through permitting, construction, activation, and project closeout.


The Construction Manager serves as the primary operational leader for all field deployment activities within their assigned market and is accountable for delivering projects safely, on schedule, within budget, and in accordance with company quality standards.

Working closely with Engineering, Project Management, Permitting, Procurement, Operations, Municipal Stakeholders, Utilities, and Construction Contractors, the Construction Manager will oversee the successful execution of multiple concurrent fiber deployment projects while maintaining visibility into project risks, costs, schedules, and performance metrics.


The ideal candidate possesses strong telecommunications construction experience, excellent organizational skills, and a demonstrated ability to manage complex FTTH deployments in a fast-paced environment.


Job Responsibilities


Project Ownership and Delivery


  • Serve as the primary owner of all assigned FTTH construction projects within a designated geographic region.
  • Manage projects throughout the full lifecycle, including, planning and constructability review, engineering coordination, utility coordination, permitting support, contractor mobilization, construction execution, testing and acceptance, activation readiness, and project closeout
  • Ensure projects are delivered safely, on schedule, within budget, and in compliance with company standards.
  • Maintain accountability for overall project execution and field performance.


Construction Management


  • Coordinate and oversee aerial, underground, and customer access construction activities.
  • Manage construction contractors, subcontractors, inspectors, and field resources.
  • Conduct regular field visits to verify progress, quality, safety, and compliance.
  • Review construction schedules and ensure resources are aligned with deployment priorities.
  • Resolve field issues and construction conflicts in a timely manner.
  • Coordinate make-ready activities and utility interactions as required.


Engineering and Design Coordination


  • Collaborate with internal and external engineering teams throughout the design process.
  • Review high-level and low-level designs for constructability, cost effectiveness, and deployment efficiency.
  • Identify design conflicts and recommend solutions prior to construction.
  • Support field validation activities and engineering revisions as necessary.
  • Ensure as-built documentation accurately reflects constructed facilities.


Contractor Management


  • Manage contractor performance against schedule, quality, safety, and budget objectives.
  • Review contractor production metrics and monitor progress against deployment targets.
  • Validate completed work for payment approval.
  • Coordinate contractor onboarding and mobilization activities.
  • Conduct regular contractor performance reviews and corrective action discussions when required.


Budget and Cost Control


  • Monitor project expenditures and forecast project costs throughout the deployment lifecycle.
  • Review and approve contractor invoices and change order requests.
  • Identify cost risks and recommend mitigation strategies.
  • Track project performance against approved capital budgets.
  • Support financial reporting and project forecasting activities.


Permitting and Stakeholder Coordination


  • Support permitting teams by providing field information, construction schedules, and technical input.
  • Coordinate with municipalities, utilities, transportation agencies, railroads, and other stakeholders as necessary.
  • Participate in public meetings, utility coordination meetings, and project status reviews when required.
  • Ensure permit requirements and restoration obligations are fully satisfied.


Reporting and Performance Management


  • Provide regular project status updates to leadership and project management teams.
  • Track and report key deployment metrics including route miles constructed, aerial and underground footage installed, homes passed, serviceable passings, contractor productivity, construction schedule performance, budget performance, restoration status, and safety performance
  • Maintain accurate project documentation and records.


Quality Assurance and Safety


  • Ensure all work is performed in accordance with company construction standards and industry best practices.
  • Conduct quality inspections and coordinate corrective actions as necessary.
  • Promote a culture of safety among employees, contractors, and subcontractors.
  • Ensure compliance with OSHA requirements and company safety policies.
  • Support incident investigations and corrective action implementation when necessary.


Job Requirements


Required


  • Bachelor’s degree in Construction Management, Engineering, Telecommunications, or related field, or equivalent industry experience.
  • 5 years of telecommunications construction management experience.
  • Experience managing outside plant (OSP) construction projects.
  • Demonstrated experience managing contractors and construction vendors.
  • Strong understanding of aerial and underground utility construction practices.
  • Experience managing project schedules, budgets, and contractor performance.
  • Strong communication, organizational, and problem-solving skills.
  • Ability to travel regularly throughout assigned markets.


Preferred


  • Fiber-to-the-Home (FTTH) deployment experience.
  • Experience with utility pole attachment and make-ready processes.
  • Familiarity with GIS systems, network design platforms, and construction management software.
  • Experience working with municipal permitting agencies and utility companies.
  • Knowledge of broadband grant-funded deployment programs.
  • OSHA 10, OSHA 30, PMP, or related certifications.
