Senior SME Oracle APEX Developer

Job Description

Position Summary:

We are seeking a Senior SME Oracle APEX Developer to join our team on the ESA V program supporting the Department of Justice (DOJ). The ideal candidate will be a self-starter who possesses a strong technical background in full lifecycle custom Oracle application development, combined with exceptional communication and interpersonal skills. You will work directly with customers to understand mission needs, translate requirements into technical actions, and deliver enterprise-level, workflow-centric applications.

Location: Washington, DC (100% On-site / No telework available)

Duration: 6 Months (with possibility of extension / conversion to FTE)

Security Clearance: U.S. Citizenship and the ability to obtain and maintain a Public Trust clearance are strictly required (active clearance or interim clearance prior to start is not permitted).

Key Responsibilities

Work at the direction of the program manager to support the full lifecycle development of custom Oracle applications, primarily leveraging the Oracle APEX toolset.

Perform advanced application development using Oracle APEX (version 21 and above).

Utilize Oracle Integrated Development Environments including Quest Toad and Oracle SQL Developer.

Design and manipulate web content dynamically using jQuery, AJAX, JavaScript, CSS, and HTML.

Create dynamic reports within the Oracle APEX environment and provide advanced support for Oracle Database products (version 11 and above).

Manage and support Oracle database objects (tables, indexes, directories, sequences, triggers, etc.).

Develop and maintain solutions using PL/SQL, Java, Windows PowerShell, and Unix shell scripting, leveraging built-in PL/SQL packages and procedures.

Handle the storage, efficient retrieval, and manipulation of unstructured data (BLOBs, CLOBs, JSON, XMLType) in an Oracle environment.

Integrate and manage BI Publisher templates and web services.

Analyze legacy Oracle Forms applications and design robust migration strategies to scale secure web applications using Oracle APEX.

Develop APIs and connections to external applications to automate business processes with logical functions and algorithms.

Write and maintain comprehensive system documentation for all work products.

Basic Qualifications

Education & Experience: Typically requires a Bachelor’s degree in Computer Science, Software Engineering, or a related technical field with 12 to 15 years of prior relevant experience; or a Master’s degree with 10 to 13 years of experience. (Additional professional experience may be considered in lieu of a degree).

Citizenship & Clearance: U.S. citizenship is required. Must be able to successfully obtain and maintain a Public Trust clearance.

Technical Expertise:

Extensive full lifecycle development experience with custom Oracle applications and the Oracle APEX toolset.

Proficiency with Oracle IDEs (Quest Toad, Oracle SQL Developer).

Strong front-end web development skills (jQuery, AJAX, JavaScript, CSS, HTML).

Advanced proficiency in PL/SQL, Java, Windows PowerShell, and Unix shell scripting.

Experience managing unstructured data (BLOBs, CLOBs, JSON, XMLType) within Oracle databases.

Experience with secure network programming in an Oracle environment (security certificates, HTTPS callouts, etc.).

Professional Skills:

Demonstrated experience establishing goals, meeting project plan objectives, and working within an Agile development environment.

Excellent communication and teamwork skills with a proven track record of effective customer interfacing.

Preferred Qualifications

Experience with Oracle Database products version 11 and above.

Experience with Oracle Forms and Reports version 10G or higher.

Experience with Oracle APEX 4.0 and above.

Experience troubleshooting complex operational issues.

Previous government contracting experience, particularly supporting the Department of Justice (DOJ).

Current DOJ security clearance.
