Job Description:

Business Systems Analyst / Project Manager III – Program Governance

Overview

The Business Systems Analyst / Project Manager III (Program Governance) supports program-level execution by managing intake, coordination, and governance processes across a portfolio of initiatives.

This role does not lead individual projects or work directly with development teams. Instead, it ensures consistency, compliance, and operational rigor across programs by supporting Project and Program Managers through structured governance, reporting, and coordination activities.

The position plays a critical role in maintaining visibility, organization, and adherence to established delivery frameworks within a hybrid Agile/Waterfall environment.

Key Responsibilities

Program Governance & Intake Management

  • Manage and organize incoming project requests, ensuring completeness and alignment with governance requirements
  • Maintain centralized intake tracking and prioritization across initiatives
  • Ensure all requests follow standardized processes, templates, and approval workflows

Change Management & Operating Cadence

  • Coordinate and facilitate recurring Change Request (CR) meetings and program syncs
  • Track and document decisions, approvals, and action items from governance forums
  • Ensure change requests are reviewed, approved, and executed in accordance with governance standards

Program Coordination & Support

  • Support Program Managers and Project Managers by maintaining program-level organization and documentation
  • Monitor adherence to established governance frameworks, methodologies, and processes
  • Help ensure consistency across project artifacts, reporting, and delivery practices

Reporting & Documentation

  • Compile and maintain governance artifacts including:
    • Project intake logs
    • Change request trackers
    • Meeting notes and decision logs
  • Provide structured updates to support program-level reporting and leadership visibility
  • Ensure documentation is accurate, up-to-date, and audit-ready

Process Compliance & Continuous Improvement

  • Enforce adherence to existing program governance models and standards
  • Identify gaps or inefficiencies in governance processes and recommend improvements
  • Drive consistency in how programs are managed, tracked, and reported across teams

Stakeholder Coordination

  • Serve as a coordination point across Program Managers, Project Managers, and business stakeholders
  • Facilitate communication and alignment through structured governance forums
  • Ensure stakeholders are informed of timelines, decisions, and dependencies

Required Qualifications

  • 5–8 years of experience in business analysis, project coordination, or program support roles
  • Strong experience supporting program governance, PMO functions, or project intake processes
  • Familiarity with hybrid Agile/Waterfall environments
  • Demonstrated ability to manage multiple workstreams in a structured environment
  • Strong organizational, documentation, and facilitation skills

Technical Skills:

  • Microsoft Office Suite (Excel, PowerPoint, Word)
  • Experience maintaining trackers, logs, and governance artifacts
  • Familiarity with project tracking tools (e.g., MS Project, Jira, Smartsheet, or similar)

Preferred Qualifications

  • Experience in customer operations, service, or high-volume operational environments
  • Prior experience supporting large-scale program or PMO governance functions
  • Exposure to AI-enabled productivity tools (e.g., ChatGPT) for documentation and reporting efficiency
  • Experience working within structured enterprise governance models

Key Traits for Success

  • Highly detail-oriented with strong organizational discipline
  • Process-driven mindset with a focus on consistency and compliance
  • Strong facilitator capable of running structured meetings and tracking outcomes
  • Clear and concise communicator across diverse stakeholder groups
  • Ability to operate effectively in a support role without direct ownership of delivery

Scope & Impact

  • Supports governance across a portfolio of multiple programs and initiatives
  • Enables Program and Project Managers to execute effectively through structured coordination and compliance
  • Direct impact on program transparency, consistency, and operational efficiency
  • Critical role in maintaining governance integrity across complex, multi-team environments
