GENERAL DESCRIPTION

Under the direct supervision of the Building Official, performs a regulatory function by conducting mechanical inspections at the construction site. Serves the public both in the field and in the office by providing information on the codes and ordinances adopted by Antrim County, in order to facilitate safety and compliance. Works with the office staff in order to facilitate an orderly permitting process and efficient operation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.Code Compliance: Serves as Mechanical Inspector in accordance with Michigan’s adopted Mechanical Codes and applicable ordinances.

2. Field Inspections: Inspects mechanical devices and all related installations in residential, commercial, and industrial buildings/facilities for conformance to safety laws, regulations, approved plans, and specifications.

3. Investigations & Reporting: Makes written and oral investigations, reports, and recommendations relative to mechanical matters.

4. Enforcement Action: Issues notification to property owners when code violations are determined; prepares and issues plan review correction letters and inspection violation notices; tracks violations until resolved.

5. Technical Consultation: Confers with property owners or agents regarding approved mechanical installation plans to determine compliance with code requirements.

6. Equipment & Testing: Operates test equipment used in the inspection of mechanical systems.

7. Legal Documentation: Keeps records and prepares reports of inspections and investigations for use by administrative or judicial authorities. Gathers evidence and prepares reports on code violation complaints.

8. Plan Review: Reviews permit applications, blueprints, plans, and specifications to ensure that all mechanical code and ordinance requirements are complied with. Read blueprints and site plans fluently.

9. Public Education: Educates Mechanical Contractors and the public in code compliance requirements and assists with questions pertinent to permit application procedures.

10. Licensing Enforcement: Investigates complaints regarding installation of mechanical systems done by unlicensed contractors and work completed without a permit.

11. Customer Service: Provides a high level of customer service handling inquiries from citizens, contractors, architects, etc., regarding code/ordinance interpretations and office policies.

12. System Specifics: Completes inspections of heating systems, boiler systems, air conditioning systems, and associated ductwork, piping, and fuel hook-up in residential, commercial, and industrial facilities for conformance to code/safety laws.

13. Jurisdictional Authority: Observes conditions and issues notices of corrections and/or citations to persons responsible for conformance to codes and laws observed in Antrim County.

14. Administrative Logistics: Maintains up-to-date and orderly logs and records for all inspections and travel. Organizes and carries out a schedule of daily activities.

15. Teamwork: Works with office staff to ensure paperwork for each inspection is processed properly; strives for efficient operations of the Building Department through cooperative teamwork.

16. Professional Standards: Prepares and objectively analyzes comprehensive reports; carries out assigned projects to completion; communicates effectively both verbally and in writing; and maintains effective working relationships.

17. Certification Maintenance: Maintains the proper amount of educational credit hours to ensure eligibility for mechanical certification.

18. Other duties as assigned.

SECONDARY DUTIES

  • Assists in administering the permitting function, including application processing, fee assessment and collection, and permit issuance.
  • Explains, interprets, and provides guidance regarding applicable codes to architects, engineers, contractors, developers, and other interested parties.
  • Performs the duties of a plan examiner or plumbing inspector as needed and qualified.

DESIRED MINIMUM QUALIFICATIONS

  • Graduation from high school diploma or GED equivalent
  • Licensed and certified as one or more of the following:
  • Mechanical Inspector
  • Mechanical Contractor
  • Journeyman (Minimum 8000 hours of experience over 4 years)
  • Registration with the State of Michigan under Act 407 as a Plan Examiner and Mechanical Inspector as determined by the State of Michigan.
  • Valid registration as a Mechanical Inspector in the State of Michigan (may substitute ability to be provisionally registered within thirty (30) days of employment, but must obtain registration at the first available date set by the State of Michigan)
  • Obtain State of Michigan Building Inspector Registration within 3 months of hire.
  • Thorough knowledge of Michigan Mechanical codes or related general construction codes, and a thorough knowledge of mechanical systems; some knowledge of electrical work, carpentry work, cement work, or plumbing.
  • Skill in the operation of the listed equipment.
  • Ability to effectively inspect mechanical systems; ability to establish effective working relationships with employees, supervisors, contractors, architects, engineers, owners and the general public; ability to read and understand complicated mechanical plans and blueprints; ability to communicate effectively orally and in writing.
  • Knowledge of inspection techniques and practices; occupational hazards and safety precautions applicable to the work; investigative techniques and methods.

SPECIAL REQUIREMENTS

Must possess a valid Michigan driver’s license

Work is performed partly in office setting. Employee is required to travel to inspection sites. Most work is performed out of the office on construction sites or in homes or commercial buildings. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.

Must be able to negotiate uneven terrain of construction sites. Will also occasionally be required to negotiate crawl spaces and climb ladders.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts, and is occasionally exposed to fumes and airborne particles. May be required to perform job in varying degrees of natural or artificial light.

The noise level in the work environment is usually quiet in the office, and moderate to loud in the field. Some jobs require the employee to be exposed to noise, odor, dust, dirt and dampness.
