Technical Project Manager

ANPC
River, OR Full Time
POSTED ON 4/16/2026
AVAILABLE BEFORE 5/31/2026

The Mission: At ANPC, we solve the world’s most difficult airfield challenges. We aren’t looking for a "task-tracker"—we’re looking for an execution specialist who lives for the "how." You’ll be the heartbeat of our internal engineering cycles, turning high-precision navigation and surveillance requirements into flight-ready reality.

The Day-to-Day:

  • 80% Internal Engine: You are in the trenches with our Systems, Software, and Hardware teams. You’re the one running the standups, clearing the technical blockers, and owning the Agile rhythm.
  • 20% Strategic Interface: You get a seat at the table. You’ll be the primary point-of-contact for our external development contracts, making sure our partners and customer stakeholders are in sync with what we are building.

Why this is different: This isn't a "cog in the machine" role. Reporting directly to the Director of Program/Project Management and Development, you’ll have the autonomy to lead cross-functional teams through the high-stakes world of New Product Development (NPD) and sustainment. You’ll work with modular systems and concurrent engineering in an environment where precision is the only option.

This is a full-time in-office position in Hood River, Oregon.

Essential Job Functions

  • Orchestrate Delivery: Lead the planning, execution, monitoring, and closure of internal and external technical projects using an Integrated Project Plan (IPP) framework.
  • Own the Agile Rhythm: Develop and report on project scope, cost, and schedule; maintain Project Charters, Product Backlogs, and Burndown Charts to drive team velocity.
  • Lead Technical Governance: Schedule and lead critical technical reviews (e.g., SRR, PDR, CDR, TRR) and facilitate daily standups to ensure constant internal alignment.
  • Strategic Stakeholder Interface: Manage development contracts and act as the primary point-of-contact for external development partners, working directly with customer stakeholders to ensure deliverables meet technical and contractual requirements.
  • Cross-Functional Integration: Partner across all functional areas—including Engineering (Systems, Signal Processing, Software, Hardware, Mechanical), Production, Finance, and Executive Leadership.
  • Configuration & Baseline Control: Integrate development efforts with Configuration Management to ensure proper baseline controls across functional, allocated, and product levels.
  • Financial Oversight: Manage material and direct cost budgets; initiate purchase requisitions aligned with project plans and financial forecasts.

Education and Work Experience Requirements

  • Bachelor’s degree in Engineering.
  • Experience in technical project management, preferably in the aerospace or defense industries.
  • Familiarity with aerospace industry standards, or other highly regulated industry, preferred.

Required Knowledge, Skills, Abilities and Other Characteristics

  • Strong leadership, problem-solving, and organizational skills.
  • Experience with Agile values and principles, including leveraging Agile over Waterfall methodologies.
  • Practiced at the art of relative sizing versus estimating.
  • Proven ability to lead cross-functional technical teams through the full product life cycle.
  • Excellent interpersonal, written, and verbal communication skills.
  • Familiarity with project management and requirements management tools (e.g., JIRA, JAMA) preferred.
  • Skilled in data analysis, strategic planning, and decision-making based on quantifiable insights.
  • Strong customer focus and ability to manage stakeholder expectations.

Nice to have

  • Ensure compliance with ITAR, FAA certification processes, and relevant software/hardware development guidelines (e.g. RTCA DO-178C, RTCA DO-278A, RTCA DO-254).
