This position announcement will be used to fill a permanent Assistant Director of Aging vacancy within the Department of Aging and Disabilities. This is a PROMOTIONAL ONLY recruitment. This is responsible supervisory and administrative work in directing the delivery of specialized services for the aging. 

NATURE AND VARIETY OF WORK 

Work involves responsibility for assisting in planning, organizing, developing, and conducting programs and services for the aging population of the County in such areas as employment, health, housing, welfare, recreation, nutrition, rehabilitation, and counseling. 

Work includes assisting the Director of Aging in several administrative areas and direct supervision of a variety of specific functions; or providing administrative assistance and supervision of several senior centers. Work is performed under direction of the Director of Aging and is reviewed through reports, conferences, and an evaluation of program effectiveness.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. Creates, designs, and implements large-scale projects to address critical human services needs through key program development. 
Supervises Program Managers who carry out services and programs within the department. 
Responsible for the successful management of multiple complex programs. 
Leads compliance for individualized Federal and State mandates of programmatic function and Aging Program Directives (APD) of each grant. 
Responsible for all Federal and State programmatic reports completed quarterly, semi-annually, and annually. 
Responsible for all clinical/programmatic audits performed by federal and state entities (i.e. MDoA, Medicaid, Medicare). 
Leads divisional budget development, planning, and reconciliation of multiple complex programs. 
Leads strategic planning for divisional programs. 
Assists contractual project directors in preparing grant applications and coordinates submission of grant applications to appropriate funding agencies; supervises project directors by monitoring expenditures and progress toward achievement of project objectives; guides project directors in supervising their personnel to obtain maximum effort and employee satisfaction. 
Reviews and coordinates preparation and submission of budgets; compiles quarterly reports; approves purchase requests; keeps records and makes reports; approves and signs off on bi-weekly pay vouchers and monthly expense accounts; assists in interviews for new hires. 
Provides overall supervision of Divisional programs; maintains records and metrics on programs; holds staff meetings; prepares and administers budgets; coordinates mechanisms for soliciting senior and community input regarding policy and programming; works with other county and agency officials to all programs, secures funding, and accomplishes facility changes. 
Assists with departmental goal-setting and planning; handles special projects and prepares special reports for department head; represents department on agency boards; performs training and publicity functions; acts for department head as required. 
Performs related work as required. 

KNOWLEDGE, SKILLS, AND ABILITIES 

Thorough knowledge of general laws, regulations, and standards affecting the aging. 
Considerable knowledge of the principles and methods of program development, implementation, and promotion. 
Considerable knowledge of general social, economic, and health needs of the aging and of resources to meet these needs.
Knowledge of principles and procedures of management and policy development. 
Knowledge of principles and procedures of grant application and management. 
Ability to plan, organize, and direct programs for the aging. 
Ability to supervise and evaluate the work of others. 
Ability to establish and maintain effective working relationships with others. 
Ability to communicate effectively, both verbally and in writing.Education: Graduation from an accredited four-year college or university, with major course work in public or business administration, the social sciences, or a closely related field.
Experience: Two (2) or more years of experience in the field of programs and services for the aging or a related field.
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.Preference will be given to candidates who possess the following: 

1) Three (3) or more years working with programs related to the Older Americans Act (OAA) and/or the Americans with Disabilities Act (ADA) 
2) Two (2) or more years of experience in project management 
3) Experience working in a government environment

Salary : $100,121 - $194,488
