Role Summary
The Federal Proposal Writer position is responsible for managing and coordinating the development, compliance, and submission of federal proposals by analyzing solicitation requirements, developing proposal schedules, coordinating contributions from technical and operational teams, maintaining proposal documentation, and ensuring all submissions are accurate, complete, and compliant with government requirements. This individual serves as a central point of coordination throughout the proposal process, managing risks, tracking amendments and deadlines, maintaining proposal content and compliance matrices, and overseeing final submission activities to support successful pursuit efforts.
Key Responsibilities
Proposal Execution
- Review RFPs directed from capture workflow and extract key requirements to support Go/No-Go process (minimum past performance, key personnel, etc.).
- Develop and manage detailed proposal schedules with internal deadlines.
- Maintain compliance matrices and ensure all RFP requirements are met.
- Fully populate proposals, highlighting areas for refinement and assigning responsibility.
- Coordinate technical, pricing, and administrative inputs across teams.
- Manage amendments, Q&A, and version control.
Team Coordination
- Serve as the primary hub between technical leads, estimators, designers, and executives.
- Facilitate focused check-ins and remove blockers.
- Protect senior staff from unnecessary distractions (standard forms, applications).
- Track and notify the team when new amendments are posted.
Risk & Control
- Track proposal risks, gaps, and open issues.
- Build on, update, and organize existing content database.
- Ensure submissions align with company ethics and branding.
Submission Management
- Prepare and validate final submission packages.
- Obtain signatures and approvals from ownership.
- Manage upload portals, submissions, and follow-ups.
- Confirm all forms, bonds, and certifications are complete.
- Track expiration dates for submitted proposals and coordinate with contracting officials.
Qualifications
Education
- Bachelor’s degree in Communications, English, Marketing, Construction Management, or a related field (required)
Experience
- 3-5 years of experience in proposal management (federal is preferred)
- Technical Skills: Expert proficiency in Adobe Creative Suite, and proposal software like SharePoint, or Bluebeam.
- Regulatory Knowledge: Strong understanding of FAR/DFARS regulations and various contract types (Design-Build, Design-Bid-Build, IDIQ, MACC/MATOC).
