Position Summary
The IT Project Manager II is responsible for planning, executing, monitoring, and closing information technology projects that support the strategic objectives of the department. The incumbent manages projects of moderate complexity and scope, coordinates cross-functional project teams, facilitates communication among stakeholders, and ensures project deliverables are completed within approved scope, schedule, budget, and quality expectations.
The position operates within the Information Technology Project Management Office (PMO) and applies established project management methodologies, standards, policies, and governance processes. This position does not have supervisory responsibilities but may lead project teams and coordinate the work of project participants, contractors, vendors, and stakeholders.
Essential Duties and Responsibilities
1. Project Planning and Execution (35%)
• Manage assigned IT projects through the full project lifecycle.
• Develop and maintain project charters, work plans, schedules, budgets, resource plans, and project documentation.
• Define project scope, objectives, deliverables, assumptions, constraints, and success criteria.
• Coordinate project activities among technical teams, business units, vendors, and external stakeholders.
• Facilitate project meetings and ensure completion of project deliverables.
• Monitor project performance and implement corrective actions when necessary.
• Support organizational project management standards and best practices.
2. Stakeholder Engagement and Communications (20%)
• Establish and maintain effective working relationships with project sponsors, customers, business partners, technical staff, and vendors.
• Develop and execute communication plans appropriate to project size and complexity.
• Prepare project status reports, dashboards, presentations, and executive briefings.
• Facilitate discussions to identify stakeholder requirements, concerns, and expectations.
• Manage stakeholder expectations and resolve communication issues that may affect project success.
3. Project Monitoring, Risk, and Issue Management (15%)
• Track project progress against approved scope, schedule, budget, and performance measures.
• Identify, assess, document, and monitor project risks, issues, assumptions, and dependencies.
• Develop mitigation and contingency plans for project risks.
• Escalate significant project concerns through established governance channels.
• Facilitate issue resolution and decision-making activities.
4. PMO Governance, Compliance, and Reporting (10%)
• Ensure compliance with departmental, state, and PMO policies, procedures, standards, and reporting requirements.
• Prepare project documentation required for project reviews, stage gates, approvals, and audits.
• Maintain project records and repositories in accordance with established records management requirements.
• Support project portfolio reporting and governance activities.
5. Business Analysis and Requirements Support (10%)
• Collaborate with business analysts, subject matter experts, and stakeholders to define business needs and project requirements.
• Assist with requirements validation, prioritization, traceability, and change management activities.
• Support testing, implementation, training, and organizational change activities as needed.
• Verify that project deliverables align with documented business objectives.
6. Vendor and Contract Coordination (5%)
• Coordinate project activities involving vendors, contractors, consultants, and service providers.
• Monitor vendor deliverables and performance against contractual expectations.
• Assist with procurement-related project activities and contract compliance monitoring.
• Support vendor meetings, status reviews, and issue resolution activities.
Other Duties
• Perform other duties as assigned in support of departmental and PMO objectives.
Minimum Qualifications
Education
• Associate's degree from an accredited college or university in:
o Business Administration
o Information Systems
o Project Management
o Information Technology
o Computer Science
o Public Administration
o Or a closely related field
Experience
• Minimum of three (3) years of professional experience managing or coordinating information technology projects, programs, or related initiatives.
Preferred Qualifications
• Bachelor's degree from an accredited college or university in:
o Business Business Administration
o Information Systems
o Project Management
o Information Technology
o Computer Science
o Public Administration
o Or a closely related field
• Project management experience within state government or another public-sector environment.
• Experience working within a Project Management Office (PMO).
• Experience managing software implementation, infrastructure, cybersecurity, cloud, or business transformation projects.
• Professional project management certification such as: Project Management Professional (PMP)
• Certified Associate in Project Management (CAPM)
• PMI Agile Certified Practitioner (PMI-ACP)
• PRINCE2 Practitioner
