Learn more about American University Department: Police Operations Time Type: Full time Job Type: Regular FLSA Status: Non-Exempt Work Modality: Full On Campus Presence Union: Job Description: Summary: The Police Lieutenant is a sworn, commissioned University Special Police Officer, serving as a personnel and/or function manager in the Department of Public Safety. He/she manages supervisory personnel and police officers that provide daily law enforcement services to the campus community. The Police Lieutenant coordinates aspects of assigned functions within the Department, such as police operations, investigations, property and evidence, crime prevention, victim assistance, special events and records management. The incumbent coordinates scheduling and work assignments. The Police Lieutenant researches and writes policies and standard operating procedures, and he/she reviews and approves daily incident reports. The Police Lieutenant reports directly to the Police Captain of his/her assigned unit. The Police Lieutenant may be assigned to one of four units: Police Operations, Police Administration, Physical Security or Investigations & Threat Assessment. The Police Lieutenant supervises uniformed and/or plainclothes police personnel and civilian personnel. The Police Lieutenant manages functions within his/her assigned unit as assigned by the Police Captain. Essential Functions: 1.) Police Operational and Administrative Coordination Coordinate DPS functions, including patrol, incident response, initial investigations, crime scene response, traffic and parking code enforcement, and event security oversight. Takes command and coordinates the DPS police response to emergency/critical incidents. Actively participates on patrol during all three shifts on a regular basis. Coordinates scheduling for patrol, investigators and special operations. Assesses and plans police equipment needs, including uniforms, weapons and vehicles. Read, edit and approve daily incident reports. Coordinates operational planning and procedures with other DPS units. Verifies compliance with all applicable University and District of Columbia policies, regulations and laws. Serves as the interim Police Captain in his/her absence. 2.) Program Coordination and Compliance Manages assigned sworn and civilian personnel. Coordinates the hiring, on-boarding and training processes for personnel with other DPS units. Manages the performance management process for assigned personnel, including evaluations, counseling and disciplinary matters. Monitors compliance with all District of Columbia regulations for University Special Police Officers. 3.) Police Training Program Management Designs, develops, and implements police training and requalification programs, based on law enforcement best practices and applicable laws and regulations for Police Officers and dispatchers. Training topics include field training, search and seizure, use of force, report writing, incident response, crime prevention, victim/witness assistance, crime scene response, emergency vehicle operation training, and defensive tactics. Coordinates the tracking and retention of training records with other AUPD units. 4.) Police Liaison Develops partnerships with University and community departments and agencies, such as Campus Life, Metropolitan Police Department, DC Fire Department and Homeland Security. Coordinates incident response plans, strategies and training with those entities. Assists other DPS units with physical security planning, crime prevention projects and emergency preparedness programs. 5.) Other Duties as Assigned Assesses purchase requests from subordinates; researches and recommends police equipment purchases in coordination with the Quartermaster. Position Type/Expected Hours of Work: Full-time. 40 hours per week. Position is considered as essential personnel under the University personnel policies. The Police Lieutenant will be required to work regardless of weather or natural/manmade disaster and is subject to call-out. Position is required to be able to work outside normal business hours to include nights and weekends. Salary Range: $42.50 - $46.72 per hour. Required Education and Experience: Bachelor's degree or equivalent. 4 - 6 years of relevant experience. Preferred Education and Experience: Prior experience as a sworn, uniformed supervisor in a law enforcement agency. Prior experience in a university policing environment, with demonstrated experience coordinating programs with other university entities, such as campus life. Comprehensive knowledge of community policing techniques (obtained via experience, education, and training), especially as it pertains to the university environment. Knowledge of criminal law and procedure of the District of Columbia. Additional Eligibility Qualifications: Demonstrated supervisory experience. Must be a US Citizen. Must have excellent oral and written communication skills and ability to interact with a diverse population. Must have demonstrated experience writing and implementing policy. Must be able to quickly evaluate critical situations and determine the appropriate response, as demonstrated through past law enforcement experience. Demonstrated experience in the utilization of modern law enforcement management strategies, operational and investigative techniques, and technological tools. Must be able to possess and maintain a University Special Police Officer Commission or equivalent. Successful completion of medical and psychiatric examinations. Successful completion of initial, annual, and random drug screens. Must possess and maintain a permanent driver’s license. Must be able to obtain and maintain the University’s approval to drive University vehicles. Must be able to maintain and possess certification from a recognized law enforcement training academy. Must be able to maintain and possess all certifications that are required for uniformed officers. Must have comprehensive knowledge of the laws of arrest, search, and seizure. Must maintain training certification.
