Job Overview:
Under the supervision of the COO, the Human Resources Manager is responsible for planning, directing, and coordinating the organization's human resources functions, including recruitment, employee relations, benefits administration, compensation, performance management, training, workers’ compensation, safety, development of policy administration, compliance, and workforce planning. This position ensures compliance with federal, state, and local employment laws while supporting organizational goals and fostering a positive workplace culture.
This role leads a team of Human Resources professionals, including Junior Recruiters, and HR Assistant. To be successful in this position, the ideal candidate must be bi-lingual (Spanish) possess exceptional interpersonal and leadership skills, including the ability to motivate others, provide mentorship, demonstrate empathy with a servant leadership mindset and build strong working relationships throughout the organization. The Human Resources Manager must be capable of cultivating a culture of accountability, collaboration, continuous improvement and influencing positive outcomes, fostering employee engagement, and supporting both individual and organizational growth.

Essential Duties and Responsibilities:
Employee Relations
- Serve as a trusted advisor to management and employees regarding workplace issues, policies, and procedures.
- Investigate employee complaints, concerns, and workplace conflicts.
- Administer corrective action and performance improvement processes.
- Support employee engagement, retention, and recognition initiatives.
Recruitment & Staffing
- Manage the full-cycle recruitment process, including sourcing, interviewing, selection, and onboarding.
- Partner with department managers to identify staffing needs and workforce planning strategies.
- Maintain job descriptions and organizational charts.
- Oversee applicant tracking systems and recruitment platforms.
Compensation & Benefits
- Administer employee benefit programs, including medical, dental, vision, life insurance, retirement plans (401k), and leave programs.
- Coordinate annual open enrollment activities.
- Assist with compensation reviews, salary administration, and market analysis.
- Ensure compliance with DOT, ACA, COBRA, HIPAA, and other applicable regulations.
HR Compliance
- Ensure compliance with federal, state, and local employment laws and regulations.
- Maintain personnel records and HRIS systems.
- Administer FMLA, ADA accommodations, workers' compensation, unemployment claims, and leave management programs.
- Conduct internal audits and support external audits as required.
Training & Development
- Coordinate employee orientation and onboarding programs.
- Identify training needs and develop employee development initiatives.
- Manage compliance training requirements and learning management systems.
- Support leadership development and succession planning efforts.
Performance Management
- Oversee performance review processes.
- Assist managers with goal setting, coaching, and employee development plans.
- Monitor and evaluate employee performance trends.
Payroll Support
- Collaborate with Payroll and Finance departments to ensure accurate employee data and payroll processing.
- Review personnel actions affecting compensation, benefits, and employment status.
- Ensure proper documentation for employee transactions.
Policy Administration
- Develop, update, and communicate HR policies and procedures.
- Ensure employee handbook accuracy and compliance.
- Promote consistent application of company policies.
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field preferred.
- An equivalent combination of education, professional certifications, and relevant work experience may be considered in lieu of a degree.
- Minimum of five (5) years of progressive Human Resources experience with increasing levels of responsibility.
- Minimum of three (3) years of leadership or supervisory experience managing HR professionals, recruiters, or administrative staff.
- Experience supporting multi-state operations and a geographically dispersed workforce preferred.
- Demonstrated experience in employee relations, talent acquisition, performance management, benefits administration, compliance, and organizational development.
- Experience in a fast-paced, growth-oriented environment strongly preferred.
- Proficiency with Human Resource Information Systems (HRIS), Applicant Tracking Systems (ATS), payroll systems, and Microsoft Office applications.
- ADP experience preferrred
- Professional certifications such as SHRM-CP, SHRM-SCP, PHR, or SPHR preferred, but not a must.
- Bi-lingual Spanish a must
