Job Summary
Under general supervision of the Director of Fiscal Services, to perform responsible and technical payroll accounting record management functions, involving the use of manual and computer-assisted record management, storage, and retrieval systems; to monitor, audit, and prepare a variety of payroll related reports, records, and summaries. Perform other related work as required. Manage Full-Cycle Payroll: Organize, calculate, input, and audit payroll for all full-time, part-time, and overtime staff. Process Employee Changes: Handle payroll actions for new hires, promotions, salary advancements, tax/insurance deductions, and terminations. Execute Complex Calculations: Perform and verify complex mathematical calculations for accurate pay and fund distribution. Release Warrants: Audit, verify, and release payroll warrants (checks). Track Attendance & Leaves: Monitor and record sick leave, vacation, and paid/unpaid time off. Calculate Accruals: Post and update leave accruals and prepare annual accumulation reports. Assist with Benefits: Help process retirement benefits and prepare summaries for employee fringe benefits. Maintain Digital & Manual Records: Use data management systems to accurately store, update, and retrieve financial and payroll records. Prepare Tax & Government Reports: Assist in preparing quarterly tax documents and required state/federal payroll reports (including ACA and AB1522). Ensure Legal Compliance: Audit all timesheets, spreadsheets, and documents to ensure they comply with District, state, and federal laws. Resolve Payroll Issues: Help District personnel solve unusual payroll problems, errors, or concerns. Cross-Department Coordination: Collaborate with various departments and county agencies to complete payroll transactions. Maintain Confidentiality: Handle sensitive employee financial and personal data with strict confidentiality.
