Estimator - Civil Construction (Utilities & Concrete)

We are looking for a Civil Estimator to take ownership of estimating across heavy civil, sitework, utilities, and concrete projects within a self-perform contractor environment. This is a hands-on, execution-focused role responsible for producing accurate takeoffs, pricing, and bid strategies with minimal oversight. The position plays a critical role in maintaining bid volume, protecting margins, and supporting overall project pipeline. This role is ideal for someone who can step in, learn existing processes, and ultimately own the estimating function long-term.

Responsibilities

• Perform detailed quantity takeoffs for civil sitework, utilities, and concrete scopes using plans and specifications
• Develop accurate cost estimates including labor, materials, equipment, and subcontractor pricing
• Analyze drawings and specifications in depth to ensure full scope coverage and minimize bid gaps
• Build and manage bid packages, including scope breakdowns and subcontractor coordination
• Identify project risks, cost exposures, and value engineering opportunities during the bidding process
• Collaborate with field teams and leadership to validate assumptions, production rates, and constructability
• Maintain organized documentation of estimates, bid history, and pricing databases
• Support bid strategy decisions, including pricing approach and competitiveness in local markets
• Participate in handoff meetings to ensure smooth transition from estimating to project execution
  
  

Requirements

• 5 years of estimating experience in heavy civil, sitework, or industrial construction
• Direct experience with utilities, earthwork, and concrete scopes required
• Strong ability to read and interpret construction drawings and specifications in detail
• Experience in a self-perform contractor environment preferred
• Proficiency with estimating software, Excel, and takeoff tools
• Must have hands-on understanding of field operations, not just office-based estimating
• Local market experience required (candidates outside the region will not be considered)
• Must have direct ownership of estimates and bid submissions (not solely support roles)
