JOB TITLE: Site Manager                                   DEPT: Early Learning Division


REPORTS TO: Assistant Coordinator                 FLSA:  Non-Exempt

Program Design

 

SALARY RANGE: Grade 3

 

JOB SUMMARY: The Site Manager is responsible for the overall daily operation, supervision, and administration of an assigned Early Learning Division center or centers. This position ensures the delivery of high-quality services to children and families through effective staff supervision, operational oversight, regulatory compliance, and implementation of program systems aligned with local, state, and federal requirements, including Head Start Performance Standards and licensing regulations.


CHILDREN SUPERVISION RESPONSIBILITY: Responsible for child supervision and for keeping children safe.

 

ESSENTIAL FUNCTIONS:

  1. Provide day-to-day leadership and oversight of assigned center staff and ensure completion of required duties and responsibilities for all supervised staff.
  2. Supervise, support, and evaluate assigned staff through regular observation, coaching, feedback, and performance appraisals.
  3. Monitor staff attendance, leave requests, and related documentation to ensure accuracy, timeliness, and compliance with agency procedures.
  4. Coordinate and maintain staff schedules to ensure adequate classroom coverage, child supervision, ratio compliance, and continuity of services.
  5. Provide orientation and ongoing support to newly assigned staff at the center.
  6. Conduct regular staff meetings and communicate program expectations, updates, and operational priorities.
  7. Assist with daily site operations and assume responsibility for key functions in the absence of essential center staff to ensure uninterrupted services and compliance.
  8. Maintain oversight of center records, child files, staff files, and site documentation to ensure completeness, accuracy, confidentiality, and compliance.
  9. Monitor center-level data collection, reports, and required submissions to ensure deadlines are met and information is accurate.
  10. Support program compliance with licensing requirements, health and safety practices, and agency policies and procedures.
  11. Ensure the center environment is safe, organized, well-maintained, and conducive to high-quality early childhood services.
  12. Manage site inventories, including furniture, equipment, classroom materials, office supplies, and other operational resources.
  13. Promote and support family engagement by encouraging participation in parent meetings, events, leadership opportunities, and Policy Council representation.
  14. Collaborate with internal departments and leadership staff to support program operations, compliance monitoring, service coordination, and continuous quality improvement.
  15. Model professionalism in conduct, communication, dependability, and adherence to agency standards at all times.
  16. Support staff professional growth by encouraging participation in training and development opportunities.
  17. Maintain confidentiality regarding children, families, staff, and agency matters in accordance with program and legal requirements.
  18. Perform other related duties as assigned.

 

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED

 

  • Bachelor’s degree in Early Childhood Education or a related field, with at least one year of supervisory experience in an early childhood or human services program OR
  • Associate degree in Early Childhood Education or a related field with active progress towards a Bachelor’s degree and at least three years of supervisory experience in an early childhood or human services program.
  • Knowledge of licensing compliance, child safety practices, and center-based program operations.
  • Strong written and verbal communication skills.
  • Demonstrated ability to work effectively with children, families, and staff.
  • Ability to manage multiple priorities and respond effectively in a fast-paced environment.
  • Strong supervisory, organizational, and problem-solving skills.
  • Proficiency in computer applications, including email, word processing, spreadsheets, internet use, and database systems.
  • Knowledge of or ability to learn Head Start Performance Standards, agency policies and procedures, and applicable state and local regulations.
  • Valid Connecticut driver’s license and good driving record.
