Job Summary
Alexandria Redevelopment and Housing Authority (ARHA) is seeking a detail-oriented and customer-focused Housing Specialist to join our Asset Management team. Reporting to the Director of Asset Management, this individual will be responsible for leasing and occupancy functions across ARHA’s public housing portfolio, ensuring compliance with the U.S. Department of Housing and Urban Development (HUD) regulations and ARHA policies. The Housing Specialist will play a vital role in processing applications, verifying eligibility, executing leases, and providing excellent service to applicants and residents.
Essential Duties and Responsibilities

- Administer the application, admission, leasing, and recertification processes for public housing residents.
- Verify eligibility, conduct background checks, and calculate rents in accordance with HUD and ARHA requirements.
- Prepare and execute leases, move-in/move-out documentation, and recertification packets.
- Accurately complete and submit required HUD forms, including HUD-50058.
- Conduct site visits, inspections, and assist with lease enforcement when necessary.
- Provide clear explanations to residents regarding rent calculations, lease requirements, and program rules.
- Maintain accurate records, update housing systems, and ensure compliance with HUD and ARHA policies.
- Investigate and resolve resident concerns in a professional and timely manner.
- Support the Housing Manager and Asset Management leadership in maintaining program compliance and operational efficiency.
Qualifications
- Bachelor’s or Associate’s degree in Public Service, Business Administration, Social Work, or related field; OR equivalent combination of education and housing/social services experience.
- At least one (1) year of specialized experience in housing or social services required; ten (10) years of related experience may substitute for formal education.
- Experience with HUD housing programs (public housing and/or Section 8).
- Strong knowledge of relevant housing laws, policies, and regulations.
- Ability to perform rent calculations, resolve income discrepancies, and maintain accurate records.
- Excellent communication, customer service, and problem-solving skills.
- Housing Specialist Certification and Rent Calculation Certification (or ability to obtain within 1 year of hire).
- Valid driver’s license with good driving record.
Preferred Qualifications
- Prior experience working in a public housing authority or similar housing-focused organization.
- Proficiency with housing management software and electronic data systems.
