Performs responsible administrative work in maintaining a case load of defendants released on Pretrial Release.  An employee in this class is responsible for a variety of duties in the management of cases in the pretrial program. The Case Manager will provide supervision for defendants and assure all requirements and/or conditions of the release order are adhered to. The employee will be required to conduct interviews within the local detention center and also attend and/or testify in court, as needed. The Case Manager will prepare and submit the appropriate legal documentation to judicial officials. The employee works with a high degree of independence and initiative. Work is performed under the general supervision of the Director and is evaluated through periodic meetings, review of records and reports, and overall performances in daily pretrial release program duties and responsibilities.  Employee must exercise judgement, initiative, and calm control while performing duties.
  • Conducts interviews with inmates in the detention center who may be eligible for pretrial services.
  • Conducts case investigations of potential pretrial defendants to determine eligibility for services.
  • Prepares and submits court ordered release documents for potential pretrial defendants to the appropriate judicial officials for approval. 
  • Completes required legal documents necessary for the release of pretrial defendants.
  • Completes required documentation for violation of court order of pretrial defendants as needed.
  • Attends all defendant court hearings with required documentation for testimony. 
  • Establishes court ordered placement for defendants in residential treatment facilities, as needed. 
  • Coordinates and attends required case staffing's with defendants at residential treatment facilities. 
  • Sets up and installs electronic monitoring units on the defendant and at their residence.
  • Disengages monitoring units upon completion of the monitoring program.
  • Responds to tampering and alerts of electronic monitoring units as required.
  • Monitors daily defendant activity on electronic monitoring and responds swiftly and appropriately.
  • Acquires and maintains documentation for all defendant’s activities while in the program.
  • Completes data entry into the pretrial release database system.
  • Maintains defendant files in the database system to include scheduling and weekly office visits to reporting compliance or non-compliance.
  • Assists and observes drug screens.
  • Handles confidential or sensitive information in an appropriate manner. 
  • Assists with transport of pretrial release defendants to and from detention facilities, human service agencies and other authorized places.
  • Serves as the primary on-call, after-hours staff member.
  • Performs other duties as assigned.
  • Knowledge of the criminal justice system. 
  • Ability to be effective in working with criminal offenders and defendants. 
  • Ability to establish and maintain effective working relationships with law enforcement, court officials, and the general public. 
  • Ability to determine specific conditions required for court release orders. 
  • Ability to submit court ordered documents and provide criminal records through the NC Administration of the Courts Odyssey database system. 
  • Ability to build rapport with criminal defendants.
  • Ability to problem solve, be proactive, and use critical thinking techniques.
  • Thorough knowledge of office practices and procedures.
  • Thorough knowledge and ability to use correct grammar, vocabulary, and spelling. 
  • Considerable knowledge of County function to which assigned and related policies, procedures, and regulations.
  • Ability to be tactful and courteous, communicate effectively verbally and in writing.  
  • Ability to gather and compile materials from a variety of sources.
  • Ability to use a wide variety of word processing and other computer software to generate work for the office assigned.
  • Ability to handle and process sensitive and confidential information.
  • Ability to act with sound judgment in routine and emergency situations.
  • Ability to present effective court testimony.
  • Ability to prepare clear and concise activity reports.
  • Employee should be self-motivated. 
  • Associate’s Degree in criminal justice or a human services field and one year of experience in case management.  
  • Possess valid NC Driver’s License.  

Preferred Education and Experience:
  • Certification as a Pretrial Service Professional through NAPSA.   
  • Experience/knowledge in NC Administration of the Courts Odyssey database system. 

Salary : $50,411 - $71,229
