What are the responsibilities and job description for the Program Coordinator position at ALETHEIA HOUSE INC?
About Aletheia House
Aletheia House is a licensed behavioral health prevention and treatment nonprofit headquartered in Birmingham, Alabama. For more than forty years we have provided prevention services to Alabama communities, and for more than fifteen years we have operated an outpatient substance use disorder treatment program in Dallas County from our Selma office. Our work centers on expanding access to prevention, treatment, and recovery support for rural and underserved communities.
About the Program
West Alabama VOLT (Volunteer Overdose Life-saving Training) is a four-year, SAMHSA-funded First Responders–Comprehensive Addiction and Recovery Act (FR-CARA) project led by the Dallas County Commission, with Aletheia House as the regional training and clinical services partner. The project trains volunteer and career first responders (volunteer fire departments, rescue squads, EMS, and law enforcement) and community members across nine rural counties — Butler, Choctaw, Clarke, Dallas, Marengo, Monroe, Perry, Sumter, and Wilcox — to recognize and reverse opioid overdoses, distributes opioid overdose reversal medication (naloxone) kits, and builds warm hand-off referral pathways into treatment and recovery support. Training uses Overdose Lifeline, Inc.'s CE-accredited First Responder Naloxone and Layperson Naloxone Administration courses, paired with a standardized SBIRT referral framework.
Position Summary
The Project Coordinator is key personnel on the West Alabama VOLT project and manages its day-to-day implementation across all nine counties. This role turns the grant's plan into a working regional network: scheduling and securing training sites with volunteer fire departments and community partners, supervising the Community Health Worker, keeping documentation and federal reporting accurate and on time, and serving as a primary point of contact for SAMHSA's federal project officer alongside the Dallas County Commission Project Director. The ideal candidate is organized, relationship-driven, comfortable on rural roads, and motivated by keeping people alive.
Essential Duties and Responsibilities
- Manage day-to-day operations of the project in accordance with the approved grant work plan, timeline, and budget, ensuring service delivery begins within four months of award.

- Supervise, schedule, and support the Community Health Worker, including field observation, coaching, and performance feedback.

- Form and staff the regional Community Engagement Committee within the first six months of the project, including scheduling semi-annual meetings and sharing de-identified, county-level performance data with members.
- Lead completion of nine-county resource mapping within the first six months, identifying community assets, needs, and gaps in public health, emergency response, and volunteer resources.
- Cultivate new community anchor partners (churches, businesses, civic organizations, municipalities) so that each of the nine counties has at least one anchor by the end of Year 2.
- Establish and maintain standardized warm hand-off referral protocols linking first responders and community anchors to Aletheia House's treatment and recovery continuum, ADMH-recognized providers, and the 988 Lifeline and regional Crisis Centers; coordinate with sheriff's offices, EMAs, and municipal police on referral and data-sharing procedures.
- Oversee procurement, inventory, and county-proportionate distribution of naloxone kits (a minimum of 1,200 kits distributed annually), including tracking of kits distributed and doses administered.
- Ensure all project documentation is complete and accurate, including training sign-ins, fidelity checklists, pre/post knowledge assessments, and referral tracking logs; safeguard confidential information in accordance with HIPAA and 42 CFR Part 2.
- Supervise data collection for GPRA performance measures and assist the Data Analyst with entry into SAMHSA's CORT/SPARS system, including Annual Targets Reports and Quarterly Performance Reports.
- Review performance data quarterly with the Project Director, identify counties falling behind training or distribution targets, and carry out documented improvement plans.
- Attend all required meetings with the SAMHSA federal project officer and prepare materials for programmatic and fiscal reviews; assist with annual progress reports and local evaluation reports.
- Monitor project spending against the Aletheia House subcontract budget and work with Aletheia House finance staff on accurate, timely invoicing to the Dallas County Commission.
- Perform other duties as assigned in support of the project's goals.
