What You'll Do: The Impact You'll Make
As Vice President of Programs, you will provide executive leadership and strategic oversight for Alcott’s program portfolio. This role ensures that services across behavioral health, housing, and supportive programs are delivered with excellence while meeting regulatory, financial, and performance standards.
Strategic Leadership & Program Oversight
• Provide executive oversight of program operations including Behavioral Health Services, Interim Housing, Quality Assurance, and Supportive Housing Services.
• Develop and implement program strategies that respond to community needs while ensuring compliance with federal, state, and local regulations.
• Identify and implement best practices and innovative service models that strengthen program outcomes and expand service capacity.
• Collaborate with the CEO and Executive Leadership Team on strategic planning, program development, and organizational growth initiatives.
• Establish and monitor key performance indicators related to housing stability, service engagement, and clinical outcomes.
Regulatory Compliance & Quality Assurance
• Provide executive oversight of the Quality Assurance Department to ensure regulatory compliance and program accountability.
• Ensure adherence to requirements from government funders including LA County Department of Mental Health (LACDMH), LAHSA, HUD Continuum of Care (CoC), and City of Los Angeles contracts.
• Oversee compliance with Medi-Cal documentation standards and program reporting requirements.
• Ensure alignment with MHSA/BHSA guidelines, CalAIM standards, and CHAMP and HMIS reporting protocols.
• Maintain audit-ready documentation and oversee implementation of corrective actions when necessary.
Financial Stewardship
• Oversee program budgets exceeding $30 million and monitor contract utilization and revenue performance.
• Partner with the Finance Department to ensure fiscal integrity, expense management, and long-term program sustainability.
• Support program directors in maintaining budget accountability and meeting contractual deliverables.
Leadership & Organizational Development
• Directly supervise Program Directors and provide leadership to more than 150 program staff through direct and indirect supervision.
• Strengthen leadership development, succession planning, and performance management systems across program teams.
• Promote a culture of accountability, collaboration, and continuous improvement throughout the organization.
Community & Stakeholder Engagement
• Represent Alcott with regulatory agencies, funders, and community stakeholders throughout Los Angeles County.
• Develop strategic partnerships that expand service capacity and support funding diversification.
• Participate in community forums, policy discussions, and collaborative initiatives related to behavioral health and homelessness services.
What You'll Bring: Your Qualifications
Education and Experience
• Active California professional licensure required (LCSW, LMFT, or equivalent BBS licensure).
• Minimum of 7–10 years of progressively responsible leadership experience in behavioral health, human services, supportive housing, or related fields.
• Demonstrated experience overseeing complex programs and supervising senior-level staff.
• Strong knowledge of regulatory frameworks governing mental health, housing, and social service programs.
Skills and Abilities

• Strong analytical and strategic planning capabilities.
• Demonstrated commitment to trauma-informed, recovery-oriented, and person-centered service models.
• Proven ability to manage complex programs, multi-million-dollar budgets, and multidisciplinary teams.

• Experience serving adults experiencing serious mental illness, homelessness, or justice system involvement.
• Experience managing government-funded programs and multi-million-dollar contracts.
• Experience leading program evaluation and continuous quality improvement initiatives.
