The Emergency Communications Center (ECC) is seeking an experienced and forward-thinking HR Manager to lead human resources operations for a high-performing regional public safety communications agency serving law enforcement, fire rescue, and EMS partners. Reporting directly to the ECC Executive Director, this position plays a key leadership role in recruitment, employee engagement, organizational development, workforce planning, performance management, and personnel administration for a 24/7 emergency communications environment. The HR Manager works closely with ECC leadership to support a professional, accountable, and mission-focused workforce dedicated to public safety service excellence.

Essential Functions

Essential functions and responsibilities of HR Manager include, but are not limited to, the following.

  • Serve as the lead human resources administrator for the Emergency Communications Center (ECC), providing strategic and operational HR support directly to the ECC Executive Director regarding workforce management, staffing, organizational development, and employee engagement.
  • Manage and coordinate all ECC recruitment and staffing activities, including developing job descriptions, posting vacancies, screening applicants, coordinating interviews, preparing hiring recommendations, administering onboarding processes, and supporting workforce planning initiatives.
  • Advise ECC leadership and supervisors on personnel management matters, including performance expectations, coaching strategies, performance improvement planning, employee accountability, scheduling impacts, and operational workforce concerns in accordance with County personnel policies and ECC operational needs.
  • Coordinate ECC employee performance management processes by developing operational performance metrics and expectations, assisting supervisors with evaluations and corrective action documentation, and collaborating with County Human Resources on disciplinary and personnel matters as required.
  • Lead ECC organizational development and workforce readiness initiatives, including leadership development programs, succession planning efforts, employee retention strategies, and training coordination to support continuous operational improvement.
  • Develop, coordinate, and implement ECC employee engagement, wellness, recognition, and culture initiatives that support morale, retention, teamwork, and operational effectiveness while coordinating with County-wide employee programs as appropriate.
  • Coordinate ECC equity, inclusion, and belonging initiatives, including agency-specific training, employee engagement strategies, and workplace culture programs designed to foster a respectful, inclusive, and high-performing work environment.
  • Ensure ECC compliance with applicable employment laws, County personnel regulations, and ECC operational policies by coordinating with County Human Resources, County legal counsel, and ECC leadership on personnel actions, workplace safety, risk management, and regulatory compliance matters.
  • Serve as the ECC liaison with County Human Resources regarding compensation administration, classification matters, benefits coordination, leave administration, personnel policy interpretation, grievance procedures, workplace investigations, and other centralized HR functions administered by the County.
  • Assist the ECC Executive Director and Management Board with personnel-related planning, organizational structure recommendations, staffing analysis, policy implementation, and workforce-related reporting to support the efficient operation of the ECC within the framework established by the ECC Management Board and County personnel policies.

Required Education And Experience

  • Bachelor's degree from a four-year college or university with major work in human resource management, industrial psychology, business or public administration or related field.
  • Five years of progressively responsible multi-disciplinary human resources experience, to include employee relations and investigations.
  • Professional Human Resource certification issued by Public Sector Human Resources Association (PSHRA), Society of Human Resource Management (SHRM), or similar preferred.
  • Previous work experience in Public Safety and/or local or state government preferred.

Special Requirements: Must meet the requirements to obtain and maintain Virginia Criminal Information Network/National Crime Information Center certification.

Salary : $91,710 - $101,364
