CLASS TITLE: RECORDS TECHNICIAN

RECORDS DEPARTMENT

SALARY RANGE: $43,092-$69,111

GENERAL DESCRIPTION OF CLASS

The purpose of the class is to perform complex clerical and data processing work in the maintenance of

accurate and up-to-date inmate records, and to perform related duties as required. This class works

according to some procedures but decides how or when to do things; work is reviewed regularly by

supervisor.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class.

Management may assign additional tasks related to the type of work of the class as necessary.

Reviews for accuracy and completeness of all records, forms and other legal documents submitted for

processing / filing, including but not limited to booking and release paperwork, dispositions and sentencing

orders from the court for inmates and weekenders.

Enters and updates inmate information and data into the manual and automated record-keeping systems.

Works in a team orientated environment, able to assist and work with co-workers daily.

Performs work while regularly multitasking in a time sensitive environment.

Maintains filing systems; audits files as required to ensure quality control.

Operates VCIN/NCIC system for bonds, releases, background checks, and verifies dates of birth, social

security numbers and state identification numbers.

Calculates and records jail sentences. Prepares for inmate release and transfers.

Prepares, processes, maintains, copies, scans files and/or transmits various records, reports, forms, logs,

lists, rosters, etc.

Answers the telephone; provides information and assistance as requested and/or forwards calls to

appropriate personnel; greets and assists office visitors.

Receives and responds to requests for information and assistance pertaining to inmate records; releases

records and information in accordance with established policies and procedures.

Communicates with inmates, family members, attorneys, magistrates, court personnel, law enforcement

personnel, personnel of other detention facilities, VA DOC and others, as necessary to give / receive

information.

Attends training, meetings, conferences, seminars, etc., as necessary to enhance job knowledge and skills.

CLASS TITLE: RECORDS TECHNICIAN

Performs general/complex clerical work as required, including attending meetings, preparing reports and

correspondence, preparing spreadsheets, copying and scanning documents, filing and retrieving files,

answering the telephone to resolve questions involving inmate files, processing mail, sending and receiving

faxes, etc.

The facility is a 24/7/365 operations. Work schedule subject to change at any time. Staff could be subject

to working late nights, early mornings, weekends, during inclement weather and holidays or called back in.


INVOLVEMENT WITH DATA, PEOPLE, AND THINGS

DATA INVOLVEMENT:

Requires summarizing, tabulating or formatting data or information in accordance with a prescribed schema

or plan to facilitate the identification and extraction of useful information

PEOPLE INVOLVEMENT:

Requires giving information, guidance or assistance to directly facilitate task accomplishment; may give

directions or assignments to helpers or assistants. Works extensively with jail staff, the magistrate’s office,

local law enforcement, attorneys, local courts, VA DOC, ICE. and U.S. Marshalls, members of the public

and inmates.

INVOLVEMENT WITH THINGS:

Requires maintaining accurate inmate records, handling or using machines, tools or equipment requiring

brief instruction or experience, such as computers for data entry, fax machines, copiers, calculator,

telephones or similar equipment; may service office machines, including adding paper, changing toner,

clearing jams.

COGNITIVE REQUIREMENTS

REASONING REQUIREMENTS:

Requires performing detailed work involving set procedures and rules but with frequent variations. Must be

able to review and interpret court documents for accuracy and completeness.

MATHEMATICAL REQUIREMENTS:

Requires using addition and subtraction, multiplication and division, and/or calculating ratios, rates,

percentages and the Julian calendar.

LANGUAGE REQUIREMENTS:

Requires reading/interpreting complex court sentencing orders, instructions, regulations, procedures or

work orders; writing letters and completing job forms and incident reports; speaking in proper sentences

using proper grammar/professionalism.

MENTAL REQUIREMENTS:

Requires doing complex clerical, manual or technical tasks prescribed by standard practices but which may

require computation, the use of several procedures, and the use of independent judgments without obvious

choices. Requires extra attention with extended periods of concentration for accurate results with exposure

to extreme and unusual pressure; must be able to multi-task and work in a fast-paced, stressful environment

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION

VOCATIONAL/EDUCATIONAL PREPARATION:

Requires high school diploma, GED or specialized vocational training

SPECIAL CERTIFICATIONS AND LICENSES:

Must possess a valid state driver’s license

Must possess NCIC / VCIN certification; or be qualified to obtain it

EXPERIENCE REQUIREMENTS:

Prefers over six (6) months and up to and including one (1) year of related experience

PHYSICAL AND DEXTERITY REQUIREMENTS:

Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10

pounds of force on a recurring basis or routine keyboard operations.

ENVIRONMENTAL HAZARDS:

The job risks exposure to no known environmental hazards.

SENSORY REQUIREMENTS:

The job requires normal visual acuity and field of vision, hearing and speaking abilities, color perception.

Responsible for guiding others, requiring multiple decisions affecting multiple staff across the jail; inmates,

or other agencies (courts, social services, federal, state, local law enforcement and corrections), working in

a dynamic environment with clear and uncomplicated written/oral instructions but with variations from the

routine daily on a moments notice.
