Summary
The ANMC Hospital Administrator provides executive leadership in setting ANMC’s strategic plan and annual operating plan, under the general supervision of the President, and is responsible for the general supervision, management and control of the day-to-day operations of ANMC and all other related healthcare services of ANTHC in accordance with the strategic plan, policies, or guidelines.
Responsibilities
Support of President Functions . In coordination with the President, the ANMC CEO provides access to ANMC staff and other support to the President in carrying out governance functions, to include:
Communicating regularly with the President to ensure that he or she has the necessary information to fulfill fiduciary duties and other responsibilities;
Providing timely updates regarding operational and financial matters relevant to ANMC;
Advising the President of ANMC’s resources, activities, potential threats, opportunities, and recommended actions;
Assisting in developing and implementing the organization’s strategic plan initiatives and measures related to the delivery of care at ANMC or statewide services;
Developing and maintaining effective relationships with strategic healthcare business partners;
Building and managing positive collaborative relationships with members of the Alaska Tribal Health System and other key stakeholders; and other duties that may be assigned or delegated by the President.
Management of Operations. The ANMC Hospital Administrator provides general supervision and management of the day-to-day operations of ANMC and Statewide healthcare services to meet the strategic goals and objectives established by the Board, consistent with responsible decision-making, and appropriate management, ensuring ANMC’s fiscal health, and providing sustainable, high quality services. Related responsibilities include:
Developing an effective organizational structure, assigning clear responsibilities, promoting communication and coordination to foster success, collaboration, and an environment of accountability;
Ensuring ANMC has effective executive leadership and management teams and that an effective development and succession plan is in place that promotes tribal self-governance by supporting the development of AN/AI for key management, executive and leadership positions;
Ensuring workforce recruiting and management strategies and compensation systems are appropriate to attract and retain the required workforce to execute the strategic and annual operating plans;
Establishing and maintaining adequate infrastructure and effective control mechanisms for operations to ensure integrity of internal controls and management information systems;
Designing and implementing appropriate systems and controls to identify and manage the principal business, financial, compliance, reputational and other significant risks facing ANMC;
Providing appropriate oversight over program development, setting program goals and objectives, and evaluating the quality, effectiveness and efficiency of program activities to promote excellence;
Ensuring ANMC’s assets are safeguarded and responsibly allocated to optimize ANMC’s ability to accomplish its mission, vision, and strategic and operational plans and objectives, consistent with ANTHC’s values;
Ensuring that ANMC and executive leaders and managers foster a corporate culture that promotes ethical practices, integrity and accountability;
Ensuring that all ANMC operations and activities are conducted in compliance with applicable laws, regulations, governing documents, Board approved policies, ethical standards and sound business practices;
Developing an Annual Operating Plan, including business plans, operational requirements, organizational structure, staffing, financial and budget requirements, internal controls and management information systems that support the Strategic Plan for Board review and approval;
Implementing the Annual Operating Plan and directing and monitoring the activities and resources of ANMC consistent with the strategic direction, financial limits and operating objectives approved by the Board; and
Managing and maintaining a collaborative relationship with Southcentral Foundation that affirms the commitment to co-managing the Alaska Native Medical Center in partnership with each other and other members of the Alaska Tribal Health System.

KNOWLEDGE, SKILLS and ABILITIES
Knowledge of public health and health care financing principles, policies and practices.
Understanding of Alaska Native people and cultures and ability to interact with Alaska Native people and Alaska Native Tribes and Tribal organizations with cultural awareness, sensitivity, and respect.
Understanding of the Alaska Tribal Health System and its unique legal and political issues.

Demonstrated experience with successful development, communication and implementation of strategies, objectives, initiatives and performance measures for a complex organization.
MINIMUM QUALIFICATIONS
- Master’s degree preferred in a relevant field (such as business administration, health care administration, or public health) and extensive management and supervisory experience, including at least ten (10) years’ experience in an executive/management level position of a complex organization, or substantially similar combination of education and experience.
- Demonstrable expertise in program development and strategic planning.
- Knowledge of health care policy and legal/regulatory requirements
- Strong administrative and financial management skills, with a proven record of operational experience and accomplishments.
- Excellent communication skills.
- Effective leadership skills, with a strong focus on mentoring and motivating a team of professionals.
- High level of integrity, confidentially, and accountability.
PREFERRED EXPERIENCE QUALIFICATION
- Experience working or living in rural Alaska.
- Positive working relationship with Alaska regional Tribal health organizations
- Ten (10 years) previous experience in the healthcare industry.
- A clear and solid understanding of tribal and rural health issues.
