Summary

The Project Cost Control Specialist job family, based in the Environmental Health and Engineering division, ensures project budgets are effectively managed through cost tracking, expense forecasting, and financial data analysis. These roles are crucial for identifying any financial inconsistencies and providing recommendations to maintain budget alignment.

Responsibilities

Under general supervision, independently assist schedulers and estimators with more complex data collection and ensure data accuracy for cost control purposes.

Work with construction managers to ensure proper cost coding and monitor budget allocations.

Compile and prepare data for bi-weekly cost and financial reports, ensuring accuracy and consistency with project financial tracking.

Help analyze project performance and assist in cost forecasting by tracking expenditures and reviewing budget variances.

Take an active role in updating and improving data collection tools and cost management systems.

Collaborate with project managers and other departments to ensure that cost control processes are followed, and financial objectives are met.

KNOWLEDGE, SKILLS, ABILITIES:

Understands Earned Value Management concepts and their application.

Understands the project life cycle and role of project controls in project management.

Proficiency with databases and Microsoft Office Suite.

Understands cost management, quantity tracking and forecasting.

Excellent written and oral communication skills.

Analytical and mathematical skills, quick thinking, and a solid understanding of the basic principles of engineering, construction, and architecture.

Ability to gather and analyze facts, draw conclusions, define problems, and suggest solutions.

Ability to read, comprehend, and interpret project drawings/plans and specifications.

Ability to develop and analyze engineering and construction estimates and budget changes.

Understanding of Project Management theory and practice as it applies to Project Controls.

Proficiency with database queries and Microsoft Office Suite.

Knowledgeable in cost management, Earned Value Management, data collection and reporting.

Ability to develop and maintain complex portfolio of projects with inter-dependencies and relationships.

Understanding of cost management, Earned Value Management, data collection and reporting.

Knowledge of various reporting and data-collection tools to provide custom reporting for projects and programs.

Knowledge of various data collection and reporting tools.

Portfolio-level cost reporting experience.

Understanding of Project Management theory and practice as it applies to Project Controls.

MINIMUM EDUCATION QUALIFICATION

Bachelor’s degree in Project Management, Construction Management, Engineering, Accounting, Finance, or construction-related field. Progressively responsible professional/exempt work experience may be substituted on a year-for-year basis for college education.

Minimum Experience Qualification

Non-supervisory - Three (3) years project cost reporting/scheduling experience on engineering and/or construction projects and programs.

Preferred Experience Qualification

Experience in cold-region construction. Scheduling and/or estimating experience is a bonus.
