Summary

Ensures compliance with federal, state and other grant reporting and accounting requirements including filing various reports accurately and timely. Supports various single audits related to grants and ad hoc reporting as needed. Supports timely monthly financial statement preparation including providing support on timing of revenue recognition. Works to maintain and improve internal controls over grant reporting to ensure they are materially correct and prepared on time. Drives financial compliance, including documenting new requirements, the projected impacts, and recommended approach. Provides leadership to direct report staff, and reports to the Director of Accounting who reports to the Controller.

Responsibilities

Responsible for national grant accounting and management trends and applies this knowledge to benefit the organization; anticipates changes and develops related strategies to address; and guides transformation in a systematic, inspirational manner.

Creates highly effective, consultative relationships with internal and external stakeholders. Serves as the key internal liaison with the grants development team as well as external reporting.

Continually seeks and applies best practice approaches in grant accounting and reporting including the ability to research and document recommendations.

Advocates to assure services provided to the organization are carried out with the highest attention to quality and compliance. The Manager sets priorities and assures department initiatives meet organizational standards. The Manager specifically assures compliance with various grant requirements.

Responsible for supporting accounting and finance departments related to grants, including projections as to future grant revenue recognition.

Responsible for supporting the development of appropriate grant strategies to ensure compliance and utilize funds within constraints provided.

Forward thinking leader assessing various opportunities and working to address them in a planned manner, including enhancing and documenting controls and reporting processes.

Performs other duties as assigned.

KNOWLEDGE and SKILLS

  • Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s).
  • Demonstrated knowledge of principles of grants management.
  • Demonstrated knowledge of OMB uniform guidance.
  • Demonstrated knowledge of general ledger and journal entries, account reconciliation, accounts payable and accounts receivables.
  • Demonstrated knowledge of applicable computer system software programs.
  • Demonstrated knowledge of job cost accounting, grants and restricted revenue, fixed assets and depreciation, audit preparation, deferred revenue and allocation funding.
  • Demonstrated skill in using database querying and report building tools.
  • Demonstrated skill in working independently, multitasking, prioritizing projects and meeting deadlines.
  • Demonstrated skill in using analytical and research skills to define and solve problems.
  • Demonstrated skill in establishing and maintaining cooperative working relationships with others.
  • Demonstrated skill in written and oral communication.

MINIMUM EDUCATION QUALIFICATION

Bachelor’s Degree in Accounting.

Minimum Experience Qualification

Non-supervisory - Six (6) years of grant accounting and reporting experience with large/complex grants and with demonstrated critical thinking, organization, planning, and prioritization and communication skills.

TO INCLUDE

Supervisory – Five (5) years of financial leadership.

Additional Requirements

May be required to work outside the traditional work schedule.

May be called out to work off-shift in emergency situations.

According to the needs of the organization, some incumbents in this job class may be required to obtain specific technical certifications and programming language skills.
